For outstanding meritorious achievement while serving as Inspector-Instructor, Landing Support Company, Combat Logistics Regiment 45, 4th Marine Logistics Group from July 2021 to June 2025. During this period, Major Miller supervised the company's daily operations and coordinated support for 40 drill weekends and 18 annual training exercises, which resulted in 251 Marines across 28 different military occupational specialties achieving mission essential tasks and annual training requirements. 0491 Strategic Mobility Chief

For outstanding meritorious service while serving as the Strategic Mobility Chief, Marine Air-Ground Task Force Deployment Distribution Operation Center, I Marine Expeditionary Force, from June 2022 to March 2025. Master Sergeant Moreno consistently performed his demanding duties as the Surface Mobility, Air Mobility, and Strategic Mobility Chief in an exemplary and highly professional manner. Serving as the Surface Mobility Chief, Master Sergeant Moreno coordinated 39 commercial vessel movements transporting 1333 short tons of equipment, ensuring equipment was delivered on time and on target. As the Air Mobility Chief, he coordinated the allocation and execution of 52 flights which supported the movement of over 9160 passengers and 700 short tons of cargo in support of mission requirements. As the Strategic Mobility Chief, Master Sergeant Moreno synchronized efforts with Naval Forces as a subject matter expert on the Naval Surface Forces Pacific Board of Inspection on Survey ensuring Amphibious Warfare Ships were prepared to support the landing force. In addition to his primary duties, Master Sergeant Moreno was integral in the training and education of over 200 Logistics Marines, increasing unit readiness during competition and setting conditions to rapidly transition to conflict. Master Sergeant Moreno's superior performance of duties culminated his 20 years of honorable and dedicated military service. HIS PARTICIPATION IN THE PLANNING AND EXECUTION OF 491 AIR MISSIONS AND 130 SEALIFT MISSIONS RESULTED IN THE SUCCESSFUL COMPLETION OF MULTIPLE OPERATIONS AND EXERCISES, INCLUDING STEEL KNIGHT, BALIKATAN, FREEDOM BANNER, KOA MOANA, NATIVE FURY, VALIANT SHIELD, AND MANY OTHERS. 0491 Embark Chief

Sergeant John O. Smalley is enthusiastically recommended for the Navy and Marine Corps Achievement Medal for professional achievement in the superior performance of his duties while serving as Embark Chief, Marine Fighter Attack Squadron 232, Aviation Combat Element, Special Purpose Marine Air Ground Task Force-Crisis Response-Central Command from December 2014 to April 2015, in support of Operation Inherent Resolve. During this period, Sergeant Smalley distinguished himself with the following significant accomplishments:

Sergeant Smalley coordinated timelines for eight movements of equipment and personnel for the squadron's deployment with Special Purpose Marine Air Ground Task Force (SPMAGTF) in support of Operation Inherent Resolve (OIR). He coordinated with Marine Aircraft Group 11 (MAG-11) and 3D Marine Aircraft Wing (3D-MAW) logistics departments, as well as the G-5, in planning and execution of the deployment. Each of the eight movements contained their own intricacies, and were individually planned and executed. The main elements of the movement were an advanced party passenger aircraft, main body passenger aircraft, three cargo C-17 aircraft, two F/A-18 coronets, a lead maintenance C-17, and a trail maintenance KC-130 cargo aircraft.

During the embark pack-out phase of execution, Sergeant Smalley planned and loaded 60 pallet positions, in five separate chalks, to be transported aboard three Air Force C-17 aircraft, a lead maintenance C-17 and a trail maintenance KC-130. The weight of the cargo movement totaled 94 shorts-tons or 188,000 pounds of gear and equipment. His professional technical knowledge of the embark system allowed the equipment to be delivered on time, thereby enabling the squadron to conduct combat operations three days after arriving in the area of operations. Sergeant Smalley personally inspected each pallet position, many of which required different physical tie-down requirements, to meet the Air Force's critical standards for aerial embarkation. Sergeant Smalley's use of non-critical supplies as ballast provided the squadron with much needed flexibility that ensured mission success while conforming to strict standards and timelines set by higher echelons of command. His high level of attention to detail was evident when the actual load-out was less than 10 percent off planned weights that were made months in advance.

During the execution phase, Sergeant Smalley's planning of barracks turnover and vehicle storage maximized the squadron's Marines available time, while meeting embark timelines with no delay of any movement. Sergeant Smalley coordinated a baggage marking plan that resulted in zero lost or misplaced bags. He also carefully organized a squadron-spaces turnover that included key facility maintenance actions, to be concurrently completed while deployed, thus saving the squadron the hardship of working around construction during normal stateside operations.

Sergeant Smalley planned, coordinated and provided transportation and lodging to over 180 marines on the coronet movement. He worked with multiple personnel at Naval Air Station Oceana and Naval Air Station Rota to ensure all logistical support was met. His transportation vehicle plan at both domestic and foreign locations solved key logistics problems that ensured critical timelines were met.

Sergeant Smalley assumed the duties of the logistics chief while the logistics Gunnery Sergeant was deployed with the advanced party. During this critical three week time period, Sergeant Smalley displayed key leadership abilities by fulfilling the position of a Staff Noncommissioned Officer, leading marines, tracking multiple movements, planning and executing eight complex movements, and working with multiple agencies which ensured mission success of the squadron's deployment.

Sergeants Smalley's relentless work ethic and professional leadership were the driving force behind the squadron's movement as he personally ensured mission success and the seamless embarkation of the 232 Marines in the squadron. Sergeant Smalley's initiative, perseverance, and total dedication to duty reflected credit upon him, and were in keeping with the highest traditions of the Marine Corps and the United States Naval Service. He is highly recommended for the Navy and Marine Corps Achievement Medal.




0491 Senior Embarkation Assessor

For outstanding meritorious service while serving as the Senior Embarkation Assessor, G-7, Marine Forces Reserve. From May 2016 to May 2022. During this period, Chief Warrant Officer 5 Nasarzewski performed his demanding duties in an exemplary and highly professional manner. Throughout his tenure, he positively affected the assessments in more than 90 Marine Corps Reserve units. His innate communication, organizational, and management skills were critical in identifying mobilization readiness shortfalls and recommended courses of action to commanders. After each assessment, he would go above and beyond to provide instruction, assistance, and training for inspected units. His indefatigable contributions in continually improving the embarkation assessment process, updating standard operating procedures, and revising the embarkation assessment checklist greatly enhanced each inspected reserve unit's ability to deploy and improved the overall mobilization readiness of the Marine Corps reserve. Chief Warrant Officer 5 Nasarzewski's assessments and mentorship directly contributed to the Commandant's expectation of Marine Forces Reserve having mobilization-ready units. Chief Warrant Officer 5 Nasarzewski's professionalism, perseverance and loyal dedication to duty reflected great credit on him and were in keeping with the highest traditions of the Marine Corps and the United States Naval Service.







OUTSTANDING ACHIEVEMENT IN THE PERFORMANCE OF HIS DUTIES WHILE SERVING AS TEAM LEADER, THIRD BATTALION, THIRD MARINES, THIRTY-FIRST MARINE EXPEDITIONARY UNIT, EMBARKED ABOARD USS ESSEX (LHD 2) FROM 12 MARCH 2011 TO 10 APRIL 2011 IN SUPPORT OF OPERATION TOMODACHI. FOLLOWING THE DEVASTATING EARTHQUAKE AND TSUNAMI THAT STRUCK JAPAN, SERGEANT DAVID J. STONE LED HIS TEAM IN THE RAPID DELIVERY OF HUMANITARIAN RELIEF SUPPLIES TO ISOLATED COMMUNITIES ON OSHIMA ISLAND AND THE HONSHU REGION. HIS OUTSTANDING LEADERSHIP FACILITATED THE DISTRIBUTION OF THOUSANDS OF POUNDS OF FOOD, WATER, AND MEDICAL SUPPLIES WHILE CONDUCTING DEBRIS REMOVAL AND SUPPORT TO JAPAN SELF-DEFENSE FORCE PARTNERS. UPON HEARING A CRY FOR HELP AND WITHOUT REGARD FOR HIS PERSONAL SAFETY, SERGEANT STONE ENTERED A COLLAPSING BUILDING THROUGH A SUBMERGED OPENING TO ATTEMPT TO RESCUE TRAPPED AND INJURED CIVILIANS. SERGEANT STONE'S EXCEPTIONAL PROFESSIONALISM AND UNSWERVING DEDICATION TO DUTY DIRECTLY AIDED HUNDREDS OF JAPANESE CIVILIANS AND STRENGTHENED THE U.S.-JAPAN ALLIANCE IN A TIME OF CRISIS. HIS ACTIONS REFLECTED CREDIT UPON HIM AND WERE IN KEEPING WITH THE HIGHEST TRADITIONS OF THE MARINE CORPS AND THE UNITED STATES NAVAL SERVICE.
