MERITORIOUS SERVICE WHILE SERVING AS A MEMBER OF SOUTHWEST REGIONAL MAINTENANCE CENTER ASSESSMENTS DIVISION FROM 14 JUNE 2016 TO 20 JULY 2019. DEMONSTRATING EXCEPTIONAL DILIGENCE AND INITIATIVE, CHIEF PETTY OFFICER HOLCOMB'S SUPERB EFFORTS WERE INSTRUMENTAL DURING SEVEN BOARD OF INSPECTION AND SURVEY INSPECTIONS AND EIGHT EXTENSIVE SHIPS READINESS ASSESSMENTS. HIS STERLING EFFORTS FACILITATED THE COLLECTION OF 2000 RELEVANT 2-KILO SHIP'S MAINTENANCE ACTION FORMS AND THE DISTRIBUTION OF OVER ONE THOUSAND CONTROL SHEETS, PROVIDING THE MOST ACCURATE PORTRAYAL OF THE CURRENT AND TRENDING CONDITION OF THE PACIFIC SURFACE FLEET TO DATE AND FACILITATING MISSION READINESS AND FUTURE FLEET UPGRADES. CHIEF PETTY OFFICER HOLCOMB'S DISTINCTIVE ACCOMPLISHMENTS, PERSERVERANCE, AND DEVOTION TO DUTY REFLECTED CREDIT UPON HIMSELF AND WERE IN KEEPING WITH THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.




PROFESSIONAL ACHIEVEMENT WHILE TEMPORARILY ASSIGNED TO THE CRAFT AND AUXILIARY FORCE DEPARTMENT AT THE BOARD OF INSPECTION AND SURVEY FROM FEBRUARY 2018 THROUGH MARCH 2019. DURING THIS PERIOD, CHIEF PETTY OFFICER HERNANDEZ WAS AN INTEGRAL MEMBER OF THE TEAM, RESPONSIBLE FOR INSPECTING OVER 360 SERVICE CRAFT AND MORE THAN 3,500 BOATS. CHIEF HERNANDEZ TRACKED ALL SCHEDULED AND UNSCHEDULED INSPECTIONS AND MAINTAINED COMMUNICATION WITH CRAFT CUSTODIANS, DIRECTLY SUPPORTING THE CNO'S CAF INITIATIVE. IN ADDITION, AS ONE OF ONLY THREE C2OIX MANAGERS, CHIEF HERNANDEZ RELEASED 88 INSURV REPORTS WHICH ARE CRITICAL FOR IDENTIFYING THE MATERIAL READINESS OF CRAFT THROUGHOUT THE FLEET AND PRIORITIZING UPGRADE EFFORTS. CHIEF PETTY OFFICER HERNANDEZ'S INITIATIVE AND DEDICATION TO DUTY REFLECTED CREDIT UPON HIMSELF AND WERE IN KEEPING WITH THE HIGHEST TRADITIONS OF THE UNITED STATES NAVY.




PROFESSIONAL ACHIEVEMENT IN THE SUPERIOR PERFORMANCE OF HIS DUTIES WHILE SERVING AS A SEAMAN IN YP 677 IN SUPPORT OF BOARD OF INSPECTION AND SURVEY AND DIVISION IN THE SPOTLIGHT FROM SEPTEMBER 2012 TO AUGUST 2013. DURING THIS PERIOD, SEAMAN GILLIGAN'S EXCEPTIONAL INITIATIVE AND MOTIVATION RESULTED IN RECOGNITION BY THE BOARD OF INSPECTION AND SURVEY INSPECTORS AND A HIGH DEGREE OF READINESS FOR YP 677. HE ACCEPTED RESPONSIBILITY FOR THE PRESERVATION AND UPKEEP OF MORE THAN 4,000 SQUARE FEET ENCOMPASSING THIRTY-TWO SPACES AND DEVOTED MORE THAN 500 MAN HOURS AND MORE THAN 200 HOURS OF OFF DUTY TIME TO ENSURE YP 677 WAS METICULOUSLY MAINTAINED, RESULTING IN AN UNPRECEDENTED LEVEL OF OPERATIONAL AND MISSION READINESS. BY HIS EXCEPTIONAL ABILITY, PERSONAL INITIATIVE AND TOTAL DEDICATION TO DUTY, SEAMAN GILLIGAN REFLECTED CREDIT UPON HIMSELF AND UPHELD THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.
