LIEUTENANT COMMANDER THORSHEIM BRILLIANTLY LED HER COMMAND THROUGH A HIGHLY SUCCESSFUL GREAT LAKES DEPLOYMENT IN SUPPORT OF THE COMMEMORATION OF THE WAR OF 1812, A FLAWLESS WARFARE CERTIFICATION DURING A COMPRESSED BASIC PHASE, A CHALLENGING EXTENDED FIFTH FLEET DEPLOYMENT, AND TWO DRY-DOCKING PLANNED AVAILABILITIES WHILE IN COMMAND OF USS HURRICANE AND USS FIREBOLT. HER THOROUGH PLANNING AND SUPERB TACTICAL LEADERSHIP ENABLED PATROL COASTAL CREW HOTEL TO INTEGRATE SEAMLESSLY INTO A SERIES OF COMPLEX CTF55 AND CTF152 OPERATIONS WHILE DEPLOYED TO THE FIFTH FLEET AOR. LIEUTENANT COMMANDER THORSHEIM'S DISTINCTIVE ACCOMPLISHMENTS, RELENTLESS PERSEVERANCE AND STEADFAST DEVOTION TO DUTY REFLECTED CREDIT UPON HERSELF AND UPHELD THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.




FOR OUTSTANDING MERITORIOUS ACHIEVEMENT AS COMMANDING OFFICER USS FORT MCHENRY (LSD 43) FROM AUGUST 2012 TO SEPTEMBER 2014. AFTER A DEVASTATING EARTHQUAKE IN HAITI, HIS EXPERTISE AND ABILITY TO SYNCHRONIZE AND INTEGRATE OPERATIONS FACILITATED THE SUCCESSFUL PARTICIPATION OF FORT MCHENRY IN OPERATION UNIFIED RESPONSE. WITH ONLY 48 HOURS NOTICE, FORT MCHENRY COMPLETED THE ON LOAD OF ASSETS FROM THE 22ND MARINE EXPEDITIONARY UNIT, MARITIME SECURITY SQUADRON, BEACHMASTER UNIT TWO, ASSAULT CRAFT UNIT TWO, AND A DISASTER RELIEF TEAM. UPON ARRIVAL ON STATION, COMMANDER HALPIN ENSURED THE DELIVERY OF MORE THAN 80,000 MEALS, ELEMENTS OF THE 22ND MARINE EXPEDITIONARY UNIT, DISASTER RELIEF TEAMS, AND SECURITY ELEMENTS ASHORE, WHICH TOOK 96 CONTINUOUS HOURS OF WELL DECK OPERATIONS. THE EXCEPTIONAL PROFESSIONAL ABILITY, STEADFAST INITIATIVE, AND SELFLESS DEDICATION TO DUTY EXHIBITED BY COMMANDER HALPIN REFLECTED GREAT CREDIT UPON HIM AND UPHELD THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.




MERITORIOUS SERVICE WHILE SERVING AS OFFICER IN CHARGE, OPERATIONAL HEALTH SUPPORT UNIT, BETHESDA, DETACHMENT P FROM APRIL 2011 TO JUNE 2014. AS OFFICER IN CHARGE, HE ORGANIZED THREE ALL HANDS TRAINING WEEKENDS AND FACILITATED TRAINING SESSIONS FOR OVER 50 ENLISTED MEMBERS WHICH INCREASED THE DETACHMENT'S HOSPITAL CORPSMAN SKILLS BASIC CERTIFICATION TO 90 PERCENT. UNDER HIS LEADERSHIP, THE DETACHMENT'S ENLISTED MEMBERS ACHIEVED A 100 PERCENT PASSING RATE FOR E4 AND E6 AND A 90 PERCENT PASSING RATE FOR E5 DURING THE ADVANCEMENT TESTING CYCLES FOR 2013. BY HIS UNFLAGGING DETERMINATION, WISE JUDGMENT, AND COMPLETE DEDICATION TO DUTY, COMMANDER CHEKOV REFLECTED CREDIT UPON HIMSELF AND UPHELD THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.




FOR MERITORIOUS SERVICE WHILE SERVING AS STAFF PEDIATRICIAN AT U.S. NAVAL HOSPITAL, YOKOSUKA, JAPAN FROM APRIL 2012 THROUGH JULY 2014. THROUGHOUT HIS TOUR, LIEUTENANT COMMANDER ALBERTO SERVED AS AN EXEMPLARY EXAMPLE OF AN EXPERIENCED AND CAPABLE NAVY PEDIATRICIAN AND OFFICER. HIS LEADERSHIP AS DEPARTMENT HEAD DURING THE COMBINED EARTHQUAKE/TSUNAMI/RADIOLOGIC EVENTS OF JUNE 2013 WERE VITAL TO ENSURING THE SAFETY AND CARE OF OUR YOUNGEST PATIENTS. CONTINUALLY RECOGNIZED BY HIS PEERS FOR HIS SKILL IN DEALING WITH CRITICALLY ILL NEONATES AND CHILDREN, HE WAS FREQUENTLY CALLED TO ADVISE AND ASSIST ON COMPLEX AND DANGEROUS CASES. AS P.A.L.S. MERITORIOUS SERVICE AS TRAINING DIVISION OFFICER, LOGISTICS READINESS CENTER COMMANDER, U.S. PACIFIC FLEET FROM APRIL 2011 TO JUNE 2014. LIEUTENANT TOLKEIN CONSISTENTLY PERFORMED HIS DEMANDING DUTIES IN AN EXEMPLARY AND HIGHLY PROFESSIONAL MANNER. DURING THIS PERIOD, LIEUTENANT TOLKEIN WAS RESPONSIBLE FOR THE COMMAND'S ANNUAL TRAINING AND OPERATIONAL BUDGET. HE PERSONALLY MANAGED OVER $700,000 OF ANNUAL TRAINING FUNDS THAT PROVIDED OVER 1,000 ANNUAL TRAINING DAYS TO SUPPORT UNIT MISSION CAPABILITY. HE LED OPERATIONAL CHANGES IN MANAGING ANNUAL TRAINING AND THE NAVY RESERVE ORDER WRITING SYSTEM THAT RESULTED IN 100 PERCENT COMPLETION OF REQUIRED PARENT COMMAND TRAINING. FINALLY, HE COORDINATED WITH THE OPERATIONAL SUPPORT OFFICER AND SENIOR OFFICERS TO EXECUTE THE UNIT STRATEGIC PLAN AND THE FISCAL YEAR $1 MILLION DOLLAR FUNDING PLAN TO SUPPORT 33 UNIT MEMBERS FOR ALL TRAINING, OPERATIONS, AND COMMAND REQUIRED EXERCISES. LIEUTENANT TOLKEIN'S DISTINCTIVE ACCOMPLISHMENTS, UNRELENTING PERSEVERANCE, AND STEADFAST DEVOTION TO DUTY REFLECTED CREDIT UPON HIM AND WERE IN KEEPING WITH THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.




Lieutenant Davis distinguished himself through meritorious service and outstanding performance as the company commander for Delta Company, Navy Cargo Handling Battalion Four, Navy Expeditionary Logistics Support Group (NAVELSG) from August 2013 through October 2015.

Lieutenant Davis audited 100% of the individual QPTs and maintained an aggressive training plan for each of the 31 sailors on board, which significantly increased overall training readiness by 30%. He managed a thorough training program, which led to an annual FY GMT proficiency of greater than 95%.

Lieutenant Davis developed and implemented key programs that lead to the 3M certification of 11 sailors, and through his encouragement, he motivated 13 sailors to get their AMMO certifications.

He implemented unit level plan of the month and a check-in/check out process for AT/ADT orders execution, which led to the successful execution of 70 ATs or ADTs, significantly increasing the overall company level efficiency.

Lieutenant Davis also managed an aggressive Career Counselor Program, which included two Career Development Boards a month and led to the promotion of three sailors to E4, four sailors to E5, and four sailors to E6.

He supervised a nine-man contingency in support of Blount Island Command Operation at Blount Island, Jacksonville, FL, which supported NCHB 1 in the offload of 60 pieces of equipment.

As the Detachment Assistant Officer in Charge, Lieutenant Davis successfully managed a 28 sailor contingency in support of NEMSCOM Trident Arch Operation at Sasebo, Japan, which led to the offload of 167 connex containers and 98 pieces of construction equipment (CESE).

Mentored five junior officers who enrolled in the Direct Commission Officer Indoctrination Course and Supply Corps BQC program, which two graduated from and three progressed through the initial phases.

Lieutenant Davis greatly encouraged subordinate enlisted sailors to perform at the highest level, resulting in the awarding of nine Navy Achievement Medals and five Military Outstanding Volunteer Service Medals.

Lieutenant Davis demonstrated exceptional leadership and managerial skills, which is reflected in NCHB-4's success. The successful fruition of his endeavors can be attributed to superb organizational skills, intelligence, and exceptional leadership qualities. His unwavering professionalism represents the highest traditions of the Naval service and he is highly deserving of the Navy and Marine Corps Commendation Medal.
