HE DEMONSTRATED DYNAMIC LEADERSHIP AND MANAGERIAL SKILLS BY TAKING CHARGE OF DIVING DETACHMENT ALFA AND EXECUTING DISASTER RELIEF OPERATIONS INVOLVING ARMY AND NAVY DIVERS SUPPLYING CRITICAL SUPPLIES TO AN IMPOVERSED NATION AND A MASSIVE RELIEF FORCE. PETTY OFFICER BUTCHER'S LEADERSHIP DRAMATICALLY IMPROVED COMMAND MISSION READINESS BY FLAWLESSLY EXECUTING A TRAINING AND CERTIFICATION PHASE REQUIRED FOR HIS DETACHMENTS UPCOMING DEPLOYMENT IN SUPPORT OF THE AFRICAN PARTNERSHIP STATION. FOR MERITORIOUS ACHIEVEMENT WHILE SERVING AS PROJECT OFFICER IN THE NAVAL FACILITIES ENGINEERING SERVICE CENTER, OCEAN CONSTRUCTION DIVISION FROM AUGUST 2017 TO SEPTEMBER 2020. DURING THIS PERIOD, MASTER CHIEF FALLSTAFF PROVIDED TECHNICAL ADVICE, PROJECT MANAGEMENT AND SAFETY SUPERVISION ON PROJECTS AROUND THE GLOBE. HIS SUPPORT OF MULTIPLE PROJECTS IN THE MOORINGS, WATERFRONT INSPECTION, MAGNETIC SILENCING FACILITIES, AND WATER TANK INSPECTION PROGRAMS PROVIDED CRITICAL TECHNICAL DATA FOR FACILITY DESIGN, REPAIR AND CONDITION REPORTING IN SUPPORT OF CNIC FACILITY SUSTAINMENT REQUIREMENTS. ADDITIONALLY, MASTER CHIEF FALLSTAFF MANAGED DIVING AND REPAIR OPERATIONS OF A NEW PILE JACKETING SYSTEM INSTALLED BY UNDERWATER CONSTRUCTION TEAMS AT NAVAL STATION HAWAII WHICH WAS THE FIRST OF ITS KIND IMPLEMENTED BY THE NAVY. MOREOVER, IN NORFOLK AND HAWAII, WORKING IN SUPPORT OF A JCS REQUIREMENT, HE PROVIDED CEC DIVING SERVICES TO IMPLEMENT IMPROVED MSF SENSORS TO IMPROVE VESSEL MAGNETIC SIGNATURE TRACKING AND TREATMENT PLANNING. FINALLY, MASTER CHIEF FALLSTAFF SUBMITTED A PROPOSAL TO NAVFAC HEADQUARTERS FOR THE MANAGEMENT OF A NAVY-OWNED DAM SAFETY INSPECTION PROGRAM WORKING IN CONJUNCTION WITH THE U.S. ARMY CORPS OF ENGINEERS WHICH REDUCED COSTS BY TWO HUNDRED THOUSAND DOLLARS. MASTER CHIEF FALLSTAFF'S NOTEWORTHY ACCOMPLISHMENTS, PERSEVERANCE, AND SELFLESS DEVOTION TO DUTY REFLECTED GREAT CREDIT UPON HIMSELF AND UPHELD THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.




FOR PROFESSIONAL ACHIEVEMENT IN THE SUPERIOR PERFORMANCE OF HIS DUTIES WHILE SERVING AS COMNAVMARIANAS GUAM FLEET MOORING INSPECTION PROJECT SUPERVISOR FOR UNDERWATER CONSTRUCTION TEAM TWO CONSTRUCTION DIVING DETACHMENT CHARLIE FROM 10 MARCH TO 15 MAY 2014. PETTY OFFICER SAILOR'S INSPIRING LEADERSHIP, MANAGERIAL ACUMEN AND PERSONAL INITIATIVE WERE INSTRUMENTAL IN THE EFFICIENT COLLECTION OF CONDITION INFORMATION FOR 19 FLEET MOORINGS AND SOIL CONDITION INFORMATION SUPPORTING FOUR FLEET MOORING RELOCATIONS. IN ADDITION, HIS FORESIGHT ENABLED THE COMPLETION OF AN EXPEDIENT INSPECTION OF THE EX-AFDB-8 DRY DOCK MOORING SYSTEM, INCREASING THE FLEET'S SHIP REPAIR CAPABILITIES IN THE WESTERN PACIFIC THEATRE. PETTY OFFICER SAILOR'S EXCEPTIONAL LEADERSHIP, TECHNICAL INNOVATION AND LOYAL DEVOTION TO DUTY REFLECTED GREAT CREDIT UPON HIMSELF AND WERE IN KEEPING WITH THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.
