PETTY OFFICER SIMPSON PERFORMED HIS DEMANDING DUTIES IN AN EXEMPLARY AND HIGHLY PROFESSIONAL MANNER. HE PROVIDED KEY WATCH COMMANDER OVERSIGHT AS HIS SECTION'S COMPETENCE AND PROFESSIONALISM WERE INSTUMENTAL IN THE PASSING OF ALL DRILLS AND EXERCISES DURING THE 2015 HHOA INSPECTION AND THE 2016 CITADEL SHIELD. MOREOVER, HIS SECTION WAS INSTRUMENTAL IN NWS EARLE'S SUCCESS DURING CNOIVA, ESI, AND THE CNIC HPU-C EVALUATION. IN ADDITION, HE PROVIDED SECURITY FOR 27,120 TONS OF ORDNANCE FOR ATLANTIC FLEET CARRIER AND EXPEDITIONARY STRIKE GROUPS WHICH DIRECTLY SUPPORTED OPERATIONS ENDURING FREEDOM AND ODYSSEY DAWN. FINALLY, AS DEPARTMENT CAREER COUNSELOR, HIS EFFORTS RESULTED IN NAVAL WEAPON STATION EARLE EARNING THE INSTALLATION RETENTION AND EXCELLENCE AWARD AND THE CNIC INSTALLATION EXCELLENCE AND RETENTION AWARDS FOR FY-14 AND FY-15. BY HIS LOYAL DEVOTION TO DUTY, PETTY OFFICER SIMPSON REFLECTED CREDIT UPON HIMSELF AND UPHELD THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.




PROFESSIONAL ACHIEVEMENT IN THE SUPERIOR PERFORMANCE OF HIS DUTIES WHILE SERVING AS THE WATCH COMMANDER, BRAVO SECTION, NAVAL BASE KITSAP'S POLICE DEPARTMENT, FROM 01 APRIL 2013 TO 13 JUNE 2016. MASTER-AT-ARMS SECOND CLASS PETTY OFFICER, EXPEDITIONARY WARFARE, HOLLANDER CONTRIBUTED SIGNIFICANTLY TO THE SUCCESS OF NAVAL BASE KITSAP'S POLICE DEPARTMENT WITH HIS PROFESSIONAL KNOWLEDGE AND IMPECCABLE LEADERSHIP WHICH WERE INSTRUMENTAL IN THE SUCCESS OF HIS SECTION AND BASE OPERATIONS IN A HIGH TEMPO ENVIRONMENT RANGING FROM POSSIBLE ACTIVE SHOOTERS TO FELONY TRAFFIC STOPS. DURING THIS PERIOD, MA2 HOLLANDER REPEATEDLY PROVED HIS VALUE DURING THESE EVENTS BY ASSUMING THE DUTIES AND RESPONSIBILITIES OF THE INCIDENT COMMANDER. DEMONSTRATING TIRELESS PERSONAL COMMITMENT AND UNMATCHED PROFESSIONAL ABILITY IN SECURITY KNOWLEDGE AND TACTICS, HE FLAWLESSLY OVERSAW THE DAILY OPERATIONS OF 345 SECURITY PERSONNEL, $445,000 OF GEAR AND WEAPON SYSTEMS IN SUPPORT OF NAVAL BASE KITSAP'S SECURITY POSTURE. HIS OVERSIGHT AND VIGILANCE WAS INSTRUMENTAL TO THE SAFETY AND WELL BEING OF 38,000 SERVICE MEMBERS AND CIVILIANS ON BOARD NAVAL BASE KITSAP. MASTER-AT-ARMS SECOND CLASS PETTY OFFICER HOLLANDER'S INITIATIVE, PERSEVERANCE AND TOTAL DEDICATION TO DUTY REFLECTED GREAT CREDIT UPON HIM AND WERE IN KEEPING WITH THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.




PROFESSIONAL ACHIEVEMENT IN THE SUPERIOR PERFORMANCE OF HIS DUTIES WHILE SERVING AS WATCH COMMANDER, OPERATIONS SECTION LEADER, AND HSB TRAINING SUPERVISOR ONBOARD NAVAL WEAPONS STATION YORKTOWN FROM JUNE 2013 TO APRIL 2016. DURING THIS PERIOD, PETTY OFFICER ELWOOD JOLIET PERFORMED HIS DEMANDING DUTIES IN AN EXEMPLARY AND HIGHLY PROFESSIONAL MANNER. HE EXPERTLY LED, TRAINED, AND QUALIFIED 37 SAILORS IN ALL ASPECTS OF SECURITY AND LAW ENFORCEMENT OPERATIONS ONBOARD NAVAL WEAPONS STATION YORKTOWN, DIRECTLY CONTRIBUTING TO THE SUCCESS OF THE COMMAND MISSION IN SUPPORT OF THE GLOBAL WAR ON TERROR. PETTY OFFICER JOLIET FLAWLESSLY COMMANDED ALL NAVAL SECURITY FORCE OPERATIONS, CONTRIBUTING DIRECTLY TO THE SECRETARY OF DEFENSE'S SUCCESSFUL VISIT TO CHEATHAM ANNEX IN 2015. IN ADDITION, HIS SUPERIOR LEADERSHIP ON THE DECKPLATES RESULTED IN AN UNPRECEDENTED 75 PERCENT ADVANCEMENT RATE, 90 PERCENT RETENTION RATE, AND FOUR JUNIOR SAILOR OF THE QUARTER SELECTIONS. PETTY OFFICER JOLIET'S EXCEPTIONAL PROFESSIONALISM, UNWAVERING LOYALTY, AND STEADFAST DEVOTION TO DUTY REFLECT CREDIT UPON HIMSELF AND WERE IN KEEPING WITH THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.
