As the command's Motorcycle Safety Representative, he managed all current and prospective riders at the command, ensuring 100% training compliance that resulted in zero motorcycle accidents during his tenure.




As Command MSR, he corrected multiple program discrepancies by implementing stricter guidelines, mentoring riders, and coordinating training for 300 Sailors.




CONSTANTLY PROVING HIS DESIRE TO BENEFIT HIS COMMAND, HE ALSO SERVED AS AN ASSISTANT MOTORCYCLE SAFETY REPRESENTATIVE, COMPLETING OVER 35 SCREENINGS FOR NEW PERSONNEL AND ENHANCING THE PROGRAM'S ABILITY TO KEEP MOTORCYCLISTS AT THE COMMAND SAFE WITH 100% PROGRAM ACCOUNTABILITY.




AS THE COMMAND MOTORCYCLE SAFETY OFFICER, BM1 WAS CRITICAL TO THE ESTABLISHMENT OF THE COMMAND'S MOTORCYCLE MENTORSHIP PROGRAM, PROVIDING AND COORDINATING MONTHLY MEETINGS AND COMMAND TRAINING EVENTS. BM1 TRACKED 44 ACTIVE DUTY AND RESERVE MOTORCYCLISTS, ENSURED THEY EARNED AND MAINTAINED ALL QUALIFICATIONS, AND IMPROVED ATTAINMENT FROM 40% TO 98% IN 120 DAYS. HIS DILIGENT EFFORTS ULTIMATELY LED TO THE LOWEST ACCIDENT RATE IN COMMAND HISTORY.




THE COMMAND MOTORCYCLE SAFETY OFFICER, BM1 WAS THE KEY TO MOTORCYCLE SAFETY. HIS LEADERSHIP AND MANAGEMENT ABILITIES WERE SHOWCASED DURING THE 8 COMMAND MENTORSHIPS, COVERING OVER 1,800 ACCIDENT-FREE MILES WHILE IMPROVING MORALE AND ENHANCING MOTORCYCLE SAFETY AND TRAINING.




CHIEF SULLIVAN LED A ROBUST COMMAND MOTORCYCLE SAFETY PROGRAM RESULTING IN ZERO MOTORCYCLE SAFETY RELATED INCIDENTS THROUGHOUT HIS TENURE.




AS THE COMMAND'S MOTORCYCLE SAFETY OFFICER, HE MANAGED THE INITIAL AND UPDATED STATUS OF ALL MOTORCYCLE RIDERS ONBOARD THROUGH TRAINING, WHICH RESULTED IN NO MOTORCYCLE ACCIDENTS DURING HIS TOUR.




NASTP Master Training Specialist and Motorcycle safety advocate. As Master Training Specialist site coordinator, mentored, trained and boarded 25% detachment staff, Safety specialist in motorcycle training, stood up, tracked and executed 9 new riders in the Navy and Marine Corps motorcycle training program.




AS COMMAND MOTORCYCLE SAFETY PETTY OFFICER, HE ASSISTED THE SHIP'S SAFETY OFFICER IN THE SHIP-WIDE INPLEMENTATION OF MOTORCYCLE SAFETY TRAINING AND WAS RESPONSIBLE FOR ALL DOCUMENTATION REQUIREMENTS FOR ALL MOTORCYCLE RIDERS ONBOARD.




As the Assistant Motorcycle Safety Coordinator, Petty Officer Horst maintained meticulous records to ensure 100% tracking of all command motorcycle riders. In addition, he single-handedly established a dynamic Motorcycle Safety Program for his ship that received praise during every major inspection.
