The purpose and goal of the Eval is to accurately and fully describe performance. A laundry list of significant achievements does provide insight into a person's capabilities but it doesn't provide the whole picture. A list of achievements doesn't give any indication as to the character or personality of the person being evaluated. A Sailor might have a long list of impressive accomplishments but, at the same time, be a discipline problem and hard to work with. He or she might be an expert in their rating but the absolute worst at sharing knowledge or getting along with their peers or subordinates. And those social qualities are very important, at least as important as a person's technical skills! So, in addition to describing a person's professional and technical skills, we need to convey to the Eval's reader his social skills, his integrity, his character, his loyalty and other qualities which are not apparent when merely reading a list of accomplishments. The Opening statements or comments is where this facet of performance is described. This statement is very important. It's the first thing the reader sees and sets the tone for the whole Eval. Make sure it has the impact that can't be ignored.
