HE SKILLFULLY APPLIED HIS WEALTH OF SUBJECT MATTER EXPERTISE AND LESSONS LEARNED FROM HIS RECENT DEPLOYMENT IN USS GEORGE H.W. BUSH (CVN 77) TO IMPROVE THE OPERATIONAL EFFECTIVENESS OF OUR TEAM. HE PERSONALLY GUIDED UPDATES FOR THREE OPERATIONAL TASK SUPPLEMENTS, TWO COLLABORATION-AT-SEA PAGES, AND 13 PRE-EXCERCISE DOCUMENTS. HIS EFFORTS ENSURED THEODORE ROOSEVELT CARRIER STRIKE GROUP PRESENTED RELEVANT, ACCURATE AND CONCISE GUIDANCE TO ALL SUBORDINATE UNITS CONDUCTING SIX STRAIT TRANSITS THROUGH THREE SEPARATE AREAS OF RESPONSIBILITY. HE EXPERTLY LED AND MENTORED JUNIOR PERSONNEL ON CARRIER STRIKE GROUP OPERATIONS AND ELECTRONIC WARFARE WATCH OPERATOR AND INFORMATION OPERATIONS WATCH SUPERVISOR QUALIFICATION. ADDITIONALLY, HE PROVIDED INSIGHTFUL TACTICS, TECHNIQUES AND PROCEDURES FOR COMPLEX AFLOAT ELECTROMAGNETIC SPECTRUM OPERATIONS.FOR HIS EXCEPTIONAL PROFESSIONALISM, INITIATIVE AND LOYAL DEDICATION TO DUTY, PETTY OFFICER STEPHEN IS HEREBY COMMENDED. MERITORIOUS SERVICE WHILE SERVING AS LPO FOR NR NEIC 0106 N1 DIVISION FROM OCTOBER 2014 TO JANUARY 2014. SHE COMPLETELY REVAMPED THE N1 DEPARTMENT IN PREPARATION FOR THE INFLUX OF 56 NEW SAILORS TO NEIC 0106. IS1 IMPLEMENTED A FOLDER MANAGEMENT SOLUTION ON SHARE POINT FOR THE MAINTENANCE OF THE UNIT'S ADMIN FILES. SHE CREATED A MATRIX FOR TRACKING EVALS AND FITREPS. UNDERSTANDING A NEED TO SAVE VALUABLE RESERVE DRILL TIME, SHE WAS PROACTIVE IN CREATING TEMPLATES FOR OFFICIAL CORRESPONDENCE. PERSONAL INITIATIVE AND TOTAL DEDICATION TO DUTY, PETTY OFFICER MCGRAIL REFLECTED CREDIT UPON HERSELF AND UPHELD THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.

For outstanding performance of duty and extraordinary professionalism while
serving at Navy Information Operations Command Maryland from July 2013
through September 2013, resulting in his selection as Junior Sailor of the
Quarter for the fourth quarter of fiscal Year 2013. As the Combined Military
Planning and Access Strategies (COMPAS) Target Support Operations (TSO)
Target Vetting Analyst, he managed the vetting and processing of 20 target
packages and 114 individual targets with zero discrepancies and an on-time
return rate of 100%. Petty Officer Rodriguez s technical expertise and
diligence led the Crisis action team for emergency vetting requests to
support executive level priorities in response to violations of international
law. As Division Fitness Leader, facilitated organized physical training and
was directly responsible for the physical readiness and administrative
accountability for 25 sailors. Petty Officer Rodriguez s initiative and
dedication to duty reflect credit upon him, USTENTHFLEET and the United
States Navy. Congratulations!

 


 

For outstanding performance of duty and extraordinary professionalism while serving at Navy Information Operations Command, Norfolk, Virginia from January 2009 through March 2009, resulting in his selection as the Senior Sailor of the Quarter for the Second Quarter of Fiscal Year 2009. Demonstrating superior leadership and managerial skills, Petty Officer McCloggan led over 26 Supply Petty Officers in Department of Defense Electronic Mall training and Government Commercial Purchase Card management. He efficiently processed over 140 purchases, totaling more than 60,000 dollars, in direct support of Information Operations readiness mission sets. He is recognized throughout the Command as a team player, who is committed to unit's mission, welfare, and training of his sailors by taking leadership roles as the Command Morale Welfare and Recreation President, Assistant Command Fitness Leader and Departmental Training Petty Officer. Petty Officer McCloggan's exceptional technical abilities and outstanding performance reflected credit upon himself, the Naval Network Warfare Command and the United States Navy. For outstanding performance as OD01 Leading Petty Officer in BUNKER HILL from March to June 2010. Petty Officer Richmond's performance of her duties earned her recognition as BUNKER HILL Junior Sailor of the Quarter. Her ability to skillfully lead BUNKER HILL's largest division while simultaneously making command-wide impact is an example for both peers and juniors to emulate. As Leading Petty Officer of 31 junior Sailors she single handedly manages and mentors the day to day routine of the preservation, cleanliness and maintenance of deck spaces, equipment and evolutions. Her involvement as Diversity Committee Member and MWR had far-reaching effect on the moral and professional development of junior sailors. Petty Officer Richmond's initiative, perseverance, and total devotion to duty reflected credit upon her and were in keeping with the highest traditions of the United States Naval Service.

Throughout this period, your outstanding performance, dedication to duty, and personal involvement in command functions significantly contributed to the overall mission of Naval Amphibious Base Little Creek. As Limited Duty Manager and Unit Corpsman for Naval Amphibious Base Little Creek, your management of the Limited Duty Program ensured sustained medical readiness for 30 units and was directly responsible for enhanced mission readiness. Your superior and timely patient care contributed to the successful resolution of more than 200 cases with Naval Hospital Jacksonville while your diligent actions and frequent coordination with leadership ensured mission readiness. Your exceptional professionalism and selfless devotion to duty reflect credit upon yourself and is in keeping with the highest traditions of the United States Naval Service. Well done!
