-DYNAMIC MENTOR. Effectively trained and qualified 7 sailors in documenting, tracking, and routing controlled and formal work packages for PACFLT ships. Which directly lead to maintenance availability goals being met on time and positively impacted fleet readiness.
-METICULOUS ROUTER. His organizational skills enabled him to flawlessly route and track over 3000 formal, controlled, and standard work packages for 15 Lead Work Centers. His efforts resulted in minimized turnaround times and maximized SWRMC's production, which enhanced PACFLT ships mission readiness by 20%.
-COMMAND AMBASSADOR. HT3 Fernandez displays superior performance and professionalism contributing to the overall success of Repair Division, Engineering Department and the Command.

-STELLAR PERFORMER. His hardwork and commitment contributed to his selection as Engineering Junior Sailor of the Quarter for FY20 Q2. He also completed 125 trouble calls involving stopped sinks, coil drains, and urinals increasing good habitability for the crew. He also assisted with the relocation of the MCS console on the bridge, and the fabrication of five work surfaces in Auxiliaries Machinery Room NR 2 enabling efficient work flow and enhanced capabilities.
-INSTRUMENTAL MENTOR. As Repair Division's Training Petty Officer, his meticulous efforts resulted in a 100% increase in DC and Engineering qualifications for the division. He trained 100 Sailors on Advanced DC and Team Leader PQS resulting in 50 Sailors and Marines completing their ESWS prerequisites.
-NAVY AMBASSADOR. An active member of CSADD, he selflessy volunteered for 20 community service hours at Father Joe's Village which included preparing and serving food to 200 homeless citizens of the surrounding San Diego area.

He created 9 ship instructions, 11 damage control training power point presentations and the command's motorcycle safety program. His professionalism, expertise, and lead from the front attitude created a model example for all Sailors to emulate.

MISSON FOCUSED- His dedication to the upkeep of the ship assisted and lead in the maintenance of the ship from uncloging heads and fixing pipes to making the ship sea ready by mounting 15 printers all around the ship.




HT1 demonstrated exceptional leadership and managerial skill and led 75 sailors and 6 civilian welders in qualification of aluminum gas tungsten arc welding. He revised ACU 4 welding school instruction and curriculum and restructured the school house, increasing student capacity by 60%.
COMMAND IMPACT: As Naval Beach Group Two's urinalysis program coordinator, collected 2,788 samples and executed 3 command sweeps and 65 random tests totaling 1,765 man hours. Established and maintained positive control of all samples for retention and delivery, enforcing the Navy's zero tolerance policy.
EXPERT TRAINER: As Command Gas Free Engineer assistant, he conducted operations for 59 corrosion control inspections, ensuring complete safety for crew members, inspectors, and provided valuable training during the qualification of six personnel as Gas Free Engineers and assistants.




HT3 Hines is a tough and hard charging person that is not afraid to pick up the slack and perform her duties in support of any operation.
Excellent Administration. As the single point of contact she re-established the Commands CCOL program and tracked INSURV compartment inspections of 667 compartments.
Teamwork. She is one of the most qualified individuals within Engineering and has gone outside the box with her qualifications in Main Engineering watch stations. The top member during ballasting operations with her rapid troubleshooting capabilities she corrected numerous casualties before they were out of control which allowed for 28 flawless ballast operations.
Military Bearing. She is the front runner in maintaining a positive attitude and keeping junior sailors and peers on the right track to maintain all required reports and keep within uniform standards.

HT3 Hines is a quiet but forceful Petty Officer who maintains all standards and is a role model for others to follow. Her recommendation for promotion is highly recommended.




HT3 Whited is a growing sailor who is continuing to grow with each passing day. Her abilities are improving as fast as her level of knowledge.
Teamwork. As a trusted watch stander she has taken on the goals to qualify as Engineering Monitor and the first to qualify as Generator Operator with in the Division. Her skills were tested when she flawlessly conducted BECCE with zero errors.
Skilled worker. She assisted in the replacement of 7 saltwater reducing stations which provided shipwide habitability and maintained shipboard sanitation requirements. Her assistance in the manufacturing of required tools and parts during the installation of 9 MDPE cylinder heads was instrumental with her attention to detail.
Military Bearing. Her uniform appearance and physical readiness are well above the standard. She continues to display the utmost respect towards all seniors and maintains the standard while on duty and liberty.

HT3 Whited is the future of the Navy. Her willingness to learn and continued education outside her normal rating will make her an exceptional Second Class Petty Officer. She has my recommendation for advancement.




HT2 Nailon shadowed 3 drivers qualifying for their R-11 Refuel Truck License. His willingness to help train resulted in 3 sailors getting their required 16-hour drive time for licensing without incident.

While operating the Fuel System Supply Point platform reality based training scenarios, he assumed 4 different roles as a team leader which led to all sailors under him safely collaborating with on the job training hours.

As an EXW and Aviation Fuel Operators qualifier, HT2 contributed to more than 105 PQS signatures.




As the only E5 PQS authorizer, HT2 XXXXXXX supervised 6 Sailors and developed a 3M program that included member qualifications, Sked software, safety program, tag-out, training, and JQR programs. His focus on details resulted in an overall score of "excellent" on the Commamder of Naval Reserve Force/N7 audit, allowing NOSC Louisville to become only the 2nd Expeditionary Unit with both wood-shop and sail loft capibilities.

As Project Lead of NAVELSG N-6 department, HT1 ensured the completion of major projects that lead to communication with other departments on base. Working with the Army and the department of public works, HT1 was able to follow up on these jobs and ensure the completion of these projects.

As the LPO of Fuels Co, HT1 spent over 40 off-duty hours preparing 13 Sailors for Unit Level Training Assessment which resulted in the unit achieving an overall 94% score during the evaluation period. Additionally, he provided over 200 hours of CBRD training to over 100 Battalion personnel.

As LPO of Repair Division on board USS XXXXXX, HT1 was instrumental in the critical repairs of the Number 1 CHT pump in the forward pump room, and ensured the ship's CHT sytems were restored, saving the command over 20,000 dollars in outside contractor costs.




Petty Officer XXXX's performance at every level defines the solid ENGAGEMENT and DECKPLATE leadership expected of a FCPO. He has displayed the initiative and professionalism needed in today's leaders and is ready to make the transition to First Class Petty Officer.
-COMMAND-WIDE IMPACT PLAYER. As Engineering Department 3MA, he flawlessly implemented FR 1-18 to include 15 work centers which directly improved Engineering Department's PAR resulting in a score of 96.38%. As Repair Division s Career Counselor, he is directly responsible for over 40 Sailors, conducted 12 CDB's, 6 EAOS extensions which led to 6 reenlistments.
-COMSUMMATE LEADER. XXXX is highly respected by his peers and subordinates for his expert technical knowledge, leadership and dedication to duty. He led ten Sailors in the successful completion of over 250 lead/assist jobs; the replacement of 1 Sewage pump, 1 main drainage educator, and completing over 400 engravings in support of the command-wide upcoming DCMA inspection readiness.
