Pre-Commissioning Unit (PCU) Evals


Leading Chief Petty Officer of CE division, Combat Systems Department, PCU JOHN BASILONE. Assisted in the development and training of over 125 sailors across Combat Systems, Weapons, and Operations departments, ensuring the qualification in Maintenance Material Management, Quality Assurance, and Combat Systems operational sequencing systems, enabling the successful preparation of pre-commissioning unit JOHN BASILONE's sail away. Raised the command's ability to safely conduct maintenance on essential combat systems equipment from 31% to over 95% qualified personnel.




Assistant Supply Officer onboard the USS ANCHORAGE (LPD 23), was an essential factor that ultimately led to the delivery of the Navy's latest warship. As the very last senior officer present, he seamlessly ensured every Sailor was transferred without incident, while closing down the detachment. His meticulous efforts facilitated the pre-commissioning process and load out of over one billion dollars in repairable, consumable, and subsistence items combined, making the ship's maiden voyage a reality. Demonstrated on-scene leadership during Hurricane Isaac and safely housed every Sailor. His superior management abilities assured success, and saved over one million dollars during an unprecedented financial fiscal year.




LPO onboard PCU BUFORD, LCS 126. Effectively lead EA01 division despite manning being reduced from 12 to 5 sailors due to minimally manned billets onboard PCU BUFORD. He led his short-handed division to a successful light-off assessment with an outstanding passing score.




Cyber Security Workforce Program Manager and Information System Security Officer, and Departmental Sponsorship Coordinator onboard USS TRIPOLI (LHA7). Facilitated the successful transition of eight active duty personnel into PCD/PCU Tripoli. Incorporated a new training program which required preparing and scheduling more than 180 hours of training. Tracked the LOK completions for CC02 and CC03. Coordinated and managed the identification, training, certification, and qualification of 50 enlisted ITs and 4 officers in CC Division. Provided 12 hours of training, resulting in the acquisition of Security+ certification for 5 sailors and 1 CISSM certification, further increasing USS Tripoli's overall Cyber readiness within the CSWF program, and 10th Fleet.




Serving as special duty waivers Leading Petty Officer, processed over 12,000 waivers and pre-commissioning packages, key player with implementing CAPIT guidance, subject matter expert.




ITNC reported to PCU Idaho (SSN 799) as the Leading Petty Officer of the Navigation Department and later transitioned to LAN Administrator and LPO of all ITs. Qualified and trained 15 junior sailors across four divisions, making Navigation the first fully qualified department onboard PCU IDAHO. Mentored crew to achieve senior in-rate qualifications as well as cross-qualifications for watch bill flexibility and support. Oversaw the creation of onboard medical programs distributed on the Electric Boat and Groton waterfront. Led multiple divisions and maintained key command collateral duties such as Assistant Security Manager, Command Indoctrination Coordinator, Assistant Qualification Petty Officer, and Sponsor Coordinator. Developed PCU IDAHO's first Exam Security Program to ensure all metrics were met regarding the safeguarding of the crew's qualification exams.




Served as the Weapons Department Enlisted Advisor on board PCU MASSACHUSETTS (SSN 798). Demonstrated outstanding knowledge of submarine ship control operations, excellent planning and management, and unmatched dedication, he was at the core of Pilot training and Ship's qualification. Was also temporarily assigned to Commander Submarine Squadron Six Staff as the Squadron Torpedoman.




As the Machinery and Reactor Laboratory division LCPO on USS New Hampshire (SSN-778) and PCU Massachusetts (SSN-798), his knowledge and expertise of plant systems led to 386 qualifications of 122 personnel. As the SRS-34 Manning Monitor, provided keen insight to ensure 18 commands, comprised of more than 2400 personnel, met all manning requirements for support, shipyard operations, and deployed missions vital to national security.




ET1 served as nights Leading Petty Officer, RADAR Systems Division, Combat System Department, PCU Gerald R. Ford (CVN 78). Demonstrating outstanding leadership, he meticulously managed eight junior sailors and coordinated and executed a plan of action contributing to the successful testing and radiating of the Navy's first dual band radar.




EMN1 served as Assistant Leading Petty Officer for Electrical Division aboard PCU Idaho. Leveraging his exhaustive knowledge regarding the S9G propulsion plant, facilitated the qualification of over 30 engineering department personnel in support of a rigorous initial reactor fill testing period. As the first to complete initial Engineering duty petty officer qualifications, immediately stepped into the role with the trust and confidence of the command, providing much needed support and flexibility to the supervisory watchbill.




MMN1 delivered bush league performance while onboard PCU JOHN F. KENNEDY (CVN 79). As the most experienced 1st class, the saltiness he exudes is unmatched in both quantity and quality. His hands-on approach with his young impressionable sailors will forever be engraved in their memories. Any who were touched by him will look back fondly on the days when his strong hands guided theirs.




Acted as a visual storyteller to the world, producing 3,728 photos, 35 video products, 29 graphics and eight released stories. As a Public Affairs and Visual Information expert, presented the Navy story about PCU John F. Kennedy (CVN 79) during its pre-commissioning prior to work ups and operational deployment. Led SNOOPIE and VIPER training evolutions for JFK personnel.
