DURING THIS PERIOD, PETTY OFFICER DOUGLAS PROVIDED THE VICE PRESIDENT OF THE UNITED STATES WITH RELIABLE AND SECURE COMMUNICATIONS OVER A SEVEN DAY PERIOD WITH ONE HUNDRED PERCENT COMMUNICATIONS CAPABILITIES, RESULTING IN CRITICAL COMMUNICATIONS AROUND THE CLOCK AND THE ABILITY TO SUSTAIN COMMAND AND CONTROL IN ANY LOCATION. IN ADDITION, HE MAINTAINED A STEADFAST AND RELIABLE NETWORK WITH THE VICE-PRESIDENTIAL MOTORCADE DURING 11 OTR'S PASSING THROUGH THREE CONTIGUOUS COUNTIES. MOREOVER, HE FLAWLESSLY EXECUTED SECURE RADIO REQUIREMENTS FOR A SIX MILE BOAT MOVEMENT IN CELEBRATION OF THE VICE PRESIDENT J.D. VANCE'S BIRTHDAY. BY HIS EXCEPTIONAL ABILITY, PERSONAL INITIATIVE AND TOTAL DEDICATION TO DUTY, PETTY OFFICER DOUGLAS REFLECTED CREDIT UPON HIMSELF AND UPHELD THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.







MERITORIOUS SERVICE WHILE SERVING AT SPECIAL INTELLIGENCE COMMUNICATIONS CENTER NAPLES ITALY, FROM NOVEMBER 2010 TO OCTOBER 2013. PETTY OFFICER BACKLER DISPLAYED OUTSTANDING LEADERSHIP AND TECHNICAL ACUMEN AS COMMUNICATIONS WATCH OFFICER. HE EXPERTLY MANAGED HIS WATCH TEAM IN THE OPERATION OF 16 SPECIAL COMPARTMENTED INFORMATION (SCI) COMMUNICATION CIRCUITS AND AN INTERNAL JWICS NETWORK OF 183 WORKSTATIONS. IN ADDITION, HE PERSONALLY RESOLVED OVER 150 TROUBLE TICKETS, AND PROVIDED TRAINING LEADING TO 10 NEWLY QUALIFIED WATCH OPERATORS AND FIVE WATCH OFFICERS. HIS FORESIGHT AND DILIGENT EFFORTS ENSURED MAXIMUM AVAILABILITY OF SCI VOICE, DATA, AND SECURE PHONE SERVICES THROUGHOUT COMMANDER NAVAL FORCES EUROPE AND COMMANDER NAVAL FORCES AFRICA AREAS OF RESPONSIBILITY. PETTY OFFICER BACKLER'S OUSTANDING MANAGERIAL ABILITY, PERSONAL INITIATIVE, AND UNSWERVING DEVOTION TO DUTY REFLECTED CREDIT UPON HIMSELF AND WERE IN KEEPING WITH THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.




PROFESSIONAL ACHIEVEMENT IN THE SUPERIOR PERFORMANCE OF HER DUTIES WHILE SERVING AS COMMUNICATIONS CENTER SUPERVISOR FROM AUGUST 2009 TO DECEMBER 2011. SEAMAN WALKER PERFORMED HER DUTIES IN AN EXEMPLARY AND HIGHLY PROFFESSIONAL MANNER. HER FLAWLESS ATTENTION TO DETAIL WAS INSTRUMENTAL IN THE RELEASE OF OVER 2,500 MESSAGES RESULTING IN ALL FLEET UNITS RECEIVING MESSAGES IN A TIMELY MANNER WITH ZERO DISCREPANCIES. HER TIRELESS WORK ETHIC WAS DISPLAYED AS SHE SINGLE-HANDEDLY CREATED NAVAL STATION NORFOLK'S MESSAGE CENTER PERSONNEL QUALIFICATION STANDARD, SUPERVISOR STANDARD AND THE QUALIFICATION EXAM. SHE HAS SPENT OVER 60 HOURS AIDING IN THE QUALIFICATION OF 10 COMMUNICATIONS DIVISION PERSONNEL IN NREMS AND HELPED IMPLEMENT AND QUALIFY ALL 14 COMMUNICATIONS PERSONNEL IN THE NEW OIX SYSTEM. SHE ASSISTED IN THE SETUP OF FOUR WORKSTATIONS THROUGHOUT NAVAL STATION NORFOLK BUILDING N-26 THAT SIGNIFICANTLY EXPANDED SERVICE TO PERSONNEL. BY HER EXCEPTIONAL PROFESSIONALISM, UNRELENTING PERSEVERANCE, AND LOYAL DEVOTION TO DUTY, SEAMAN WALKER REFLECTED CREDIT UPON HERSELF AND WERE IN KEEPING WITH THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.




AS COMMUNICATIONS CENTER SUPERVISOR, HE SUCCESSFULLY TRANSMITTED AND DISSEMINATED 30 CASUALTY REPORTS (CASREPS) ENABLING THE CRAFTS TO BE RESTORED TO A MISSION READY STATUS. ADDITIONALLY, HE DRAFTED AND TRANSMITTED 45 OPERATIONAL SUMMARY MESSAGES (OPSUM), 42 WELCOME ABOARD MESSAGES, AND 20 OPREP-3 NAVY UNIT SITREP MESSAGES. HIS DEDICATION TO THE HIGHEST QUALITY OF WORK HELPED IN THE OPERATIONS DEPARTMENT DRMO RUN CONSISTING OF 648 LINE ITEMS AT A TOTAL COST OF $110,351 RECYCLED FOR THE NAVY TO REUSE.
