IN ADDITION, ON HER OWN INITIATIVE, SHE SUBMITTED AN ACCURATE, 255-MEMBER BNR WITHIN ONE BUSINESS DAY, ORGANIZED BY GEOGRAPHIC LOCATION, RATE AND RANK. PETTY OFFICER LEIGH'S EXCEPTIONAL PROFESSIONALISM, RELENTLESS PERSEVERANCE, AND LOYAL DEVOTION TO DUTY REFLECTED CREDIT UPON HERSELF AND WERE IN KEEPING WITH THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.
