AS A MEMBER OF TWO MEDICAL ENTOMOLOGY COMMITTEES, HE WAS RESPONSIBLE FOR IMPROVING MILITARY QUARANTINE PROCEDURES AND INSECTICIDE DISPERSALS SYSTEMS WORLDWIDE. HANDPICKED TO SERVE ON THE NAVY'S MSC COMMITTEE FOR DETERMINING THE RIGHT SIZE AND MIX OF DEPLOYED TEAM MEMBERS, HE ENSURED QUALIFIED PERSONNEL WITH THE RIGHT SKILLS ARE ON TEAMS TO CORRECTLY COMBAT ISSUES. ENTOMOLOGIST ASSIGNED TO CAMP LEMONNIER DJIBOUTI 10 AUGUST 2020 TO 30 AUGUST 2020. LIEUTNANT JUNIOR GRADE SIMMONS WAS HAND SELECTED BY ENTERPRISE TO PROVIDE A RAPID AND EFFECTIVE RESPONSE TO A CRITICAL DENGUE OUTBREAK. HE PROVIDED MOSQUITO ANALYSIS AND IDENTIFICATION AND TRAINING TO ASSIGNED PERSONNEL AND COORDINATED EFFORTS TO IMPLEMENT THE EMERGENCY MOSQUITO MANAGEMENT MEASURES, CONDUCTING FIVE CRITICAL MOSQUITO ABATEMENT SPRAYS. HIS SUBJECT MATTER EXPERTISE AND ADVICE TO LEADERS RESULTED IN A NINETY PERCENT IMPROVEMENT IN THE INSTALLATION'S MOSQUITO CONTROL PROGRAM. BY HIS NOTEWORTHY ACCOMPLISHMENTS, PERSEVERANCE, AND DEVOTION TO DUTY, LIEUTNANT JUNIOR GRADE SIMMONS REFLECTED CREDIT UPON HIMSELF AND WERE IN KEEPING WITH THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.




As the Forward Deployed Preventive Medicine Unit (FDPMU) Team 5 team lead for Disease Vector component as well as the Division Officer for the Vector Control and Training Departments, LT O'Brien unceasingly demonstrated superior leadership and professional expertise as a dedicated subject matter expert in Navy Entomology. LT O'Brien decisively led a diverse team of enlisted and officers to perform critical force health protection functions for 40 Navy Southwest Region Commands. During his time in the FDPMU Team 5, LT O'Brien completed 16 certifications and trainings including leading two technicians through the completion of the FDPMU Operational Readiness Exercise and achieving "Tier 1" qualification for worldwide deployablility. Likewise, he demonstrated knowledge and leadership developing sustainment trainings for seven FDPMU team members.

As the vector control team lead, he was deployed to the Philippines, Papua New Guinea, and Tonga during the Pacific Partnership 2023 Mission where he headed disease vector instruction and training for 80 military and civilian host nation public health ambassadors on the role of vector control in humanitarian assistance, disaster relief response, and climate change resilience. Additionally, while deployed, he collaborated with the FDPMU team and international counterparts to create preventive medicine standard operating procedures and disaster readiness plans, co-led mosquito and vector borne disease workshops, and tested 74 patients for malaria at The Women's Peace and Security Summit hosted by Papua New Guinea Public Health Officers. His efforts strengthened regional stability and fostered partnerships with allied countries in the INDOPACOM area of responsibility. LT O'Brien was responsible for the inventory and maintenance of over $105,000 in FDPMU equipment and supplies for NEPMU FIVE and developed the first Forward Deployable Preventive Medicine Unit Disease Vector Component SOP to standardize training for current and future defense health agency operational preventive medicine assets across the enterprise.

While stationed at NEPMU FIVE, LT O'Brien led seven enlisted, three officers, and one civilian to complete nine technical assist visits, conducting pest control operations and consultations that supported the fleet mission and force health protection of 2,436 sailors aboard the USS Cowpens (CG 63), USS Russell (DDG 59), USS Decatur (DDG-73), the USS Mustin (DDG-89), USS San Diego (LPD 22), Discovery Bay (YTT-11), USS Chung Hoon (DDG 93), NEPMU FIVE, and the USS CHOSIN (CG54). Additionally, LT O'Brien led a complete inventory and organization of department's pesticide locker and ensured accountability of 50 products. He subsequently updated the Authorized Use List and SDS binders to environmental health and safety standards. The authorized use list as updated by LT O'Brien has been adopted as the standard for the Vector Control Department for the continued operability of future officers and enlisted stationed in the Vector Control Department. Furthermore, he maximized lethality of deploying forces by treating 126 uniforms protecting military personnel entering Dengue and Malaria endemic regions.

LT O'Brien is a leader in war-fighter training, delivering 133 hours of instruction to 270 war fighters from 40 commands to perform force health protection functions for a population of 69,000 including third fleet, special forces, and USMC as well as Public Health Officers in Tonga, Papua New Guinea, and the Philippines. Outside the NEPMU Five classroom, LT O'Brien and his cohorts in the Vector Control Department planned and taught three entomology outreach presentations for elementary school students in the San Diego community.
