DURING THIS PERIOD, LIEUTENANT VERNON EXCELLED AS CHARGE NURSE ON THE MCI WARD, EXPERTLY MANAGING 15 STAFF MEMBERS AND ENSURING EXCEPTIONAL CARE FOR MORE THAN 1,500 POSTPARTUM, COMPLICATED OBSTETRIC, AND NEWBORN PATIENTS. IN ADDITION, HER COMMITMENT TO PROFESSIONAL GROWTH AND OPERATIONAL READINESS WAS DEMONSTRATED BY HER COMPLETION OF ADVANCED COURSES AND HER ACTIVE PARTICIPATION IN THE TRAUMA RESPONSE TEAM, CONTRIBUTING TO THE COMMAND'S SUCCESSFUL LEVEL II TRAUMA CENTER ACCREDITATION. MOREOVER, HER LEADERSHIP IN COORDINATING A DEPARTMENT SKILLS FAIR FACILITATED CRITICAL TRAINING FOR 22 PEERS, REINFORCING A CULTURE OF EXCELLENCE IN PATIENT CARE. FINALLY, AS RESTRAINT OFFICER, SHE DILIGENTLY IMPLEMENTED BEST PRACTICE GUIDELINES, SIGNIFICANTLY ENHANCING PATIENT SAFETY AND SATISFACTION. BY HER EXCEPTIONAL PROFESSIONALISM, UNWAVERING DEDICATION, AND OUTSTANDING LEADERSHIP, LIEUTENANT VERNON REFLECTED CREDIT UPON HERSELF AND UPHELD THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.




PROFESSIONAL ACHIEVEMENT IN THE SUPERIOR PERFORMANCE OF HER DUTIES WHILE SERVING AS LEADING PETTY OFFICER, MATERNAL INFANT UNIT, NAVAL HOSPITAL JACKSONVILLE FROM JANUARY 2019 TO JULY 2020. DURING THIS PERIOD, CHIEF PETTY OFFICER YOLANDA S. JOLIET LED 45 SAILORS DURING THE COVID-19 PANDEMIC AND CREATED A SCHEDULE THAT SUCCESSFULLY INTEGRATED AND MERGED ALL DNS UNITS INTO ONE MULTI-SERVICE WARD. SHE SKILLFULLY REARRANGED THE 8TH DECK AND TURNED IT INTO A CLEAN MULTI SERVICE UNIT IN ANTICIPATION OF RECEIVING COVID POSITIVE PATIENTS. HER EFFORTS SUSTAINED MEDICAL SERVICE AND WERE INDISPENSABLE TO THE INSTALLATION'S MISSION. CHIEF PETTY OFFICER JOLIET'S DISTINCTIVE ACCOMPLISHMENTS, UNRELENTING PERSEVERANCE, AND STEADFAST DEVOTION TO DUTY, REFLECTED CREDIT UPON HERSELF AND WERE IN KEEPING WITH THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.




MERITORIOUS SERVICE WHILE SERVING AS LEADING PETTY OFFICER ACTIVE DUTY MEDICAL RECORDS AND NORTHWEST BEGINNINGS LABOR AND DELIVERY WARD, NAVAL HOSPITAL BREMERTON, WASHINGTON FROM 24 APRIL 2009 TO 25 AUGUST 2011. DURING THIS PERIOD, HOSPITAL CORPSMAN SECOND CLASS VASQUEZ MANAGED AND EXECUTED A PRELIMINARY COMMAND WIDE ELECTRONIC DEPLOYMENT HEALTH ASSESSMENT AND MEDICAL READINESS AUDIT. SHE NETWORKED WITH SIX INDEPENDENT DUTY CORPSMEN AND FOUR PRIMARY CARE PROVIDERS TO STREAMLINE A PROCESS THAT REDUCED REQUIRED COMPLETION TIME AND MANPOWER WHICH DECREASED MEDICAL READINESS INDETERMINATE FROM 10 PERCENT TO UNDER ONE PERCENT AND EARNED THE COMMAND TWENTY THOUSAND DOLLARS IN PERFORMANCE BASED BUDGETING. ADDITIONALLY, SHE LED 18 JUNIOR SAILORS IN THE DAILY OPERATIONS OF THE LABOR AND DELIVERY WARD WHICH YIELDED SUCCESSFUL ASSESSMENT, TREATMENT, AND CONTINUED CARE FOR AN AVERAGE OF 840 INFANT AND MATERNAL BENEFICIARIES ANNUALLY. HOSPITAL CORPSMAN VASQUEZ'S NOTEWORTHY ACCOMPLISHMENTS, PERSEVERANCE, AND DEVOTION TO DUTY REFLECTED GREAT CREDIT UPON HERSELF AND WERE IN KEEPING WITH THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.




MERITORIOUS SERVICE WHILE SERVING AS LEADING PETTY OFFICER, MATERNAL INFANT UNIT, NAVAL HOSPITAL NEVER SAIL, CAMP PENDLETON, CALIFORNIA FROM AUGUST 2014 TO AUGUST 2017. DURING THIS PERIOD, PETTY OFFICER ROSE IMPLEMENTED A HOSPITAL CORPSMAN LEVELING PROGRAM TO MONITOR COMPETENCY LEVELS AND PROFICIENCY OF STAFF ASSIGNED TO THE INPATIENT UNIT. SHE MENTORED 50 SAILORS, PRODUCING 20 APPROVED CWAY QUOTAS, ACCEPTANCE TO FIVE "C" SCHOOLS, AND 14 ADVANCEMENTS RESULTING IN ONE HUNDRED PERCENT RETENTION. ADDITIONALLY, SHE MAINTAINED ACCOUNTABILITY OF A 700,000 DOLLAR BUDGET AND OVERSAW 1.2 MILLION DOLLARS WORTH OF MEDICAL EQUIPMENT. FURTHER, SHE COORDINATED THE COMPLETION OF TWO SPACE MODIFICATION PROJECTS WHICH IMPROVED THE PROVISION OF QUALITY CARE TO OVER 5,000 BENEFICIARIES ANNUALLY. PROFESSIONAL ACHIEVEMENT IN THE SUPERIOR PERFORMANCE OF HIS DUTIES WHILE SERVING AS WARD SUPPLY PETTY OFFICER AND STAFF CORPSMAN TO MATERNAL INFANT NURSING DEPARTMENT NAVAL HOSPITAL TWENTY NINE PALMS FROM AUGUST 2014 TO JULY 2015. DURING THIS PERIOD, WHILE SERVING AS THE WARD SUPPLY PETTY OFFICER, HOSPITALMAN CANDLER EXHIBITED OUTSTANDING LEADERSHIP AND ORGANIZATIONAL SKILL IN A DEMANDING POSITION. HE ESTABLISHED AND MAINTAINED THE DEPARTMENT SUPPLY PROGRAM AND INSTITUTED A HIGH AND LOW VELOCITY SYSTEM WHICH KEPT AN ACCURATE COUNT OF FREQUENTLY USED ITEMS ON THE SHELF AND IDENTIFIED ITEMS USED LESS FREQUENTLY. THIS PROGRAM DECREASED THE NUMBER OF EXPIRED PRODUCTS ON THE SHELF, EXPANDED THE SUPPLY STORAGE AREA BY SEVENTY FIVE PERCENT, AND MAINTAINED A LESS THAN ONE PERCENT "NOT IN STOCK" RATE WITH CONSUMABLES.
