CHIEF JAMES REVIEWED, PROCESSED, AND PRIORITIZED 845 TROUBLE FAILURE REPORTS (TFRs) AND WAS THE PROBLEM MANAGER FOR OVER 30 PLAYBOOK EVENTS ENSURING FLEET ISSUES WERE CORRECTED AND THE LATEST TECHNICAL GUIDANCE WAS DISSEMINATED TO THE FLEET. HE COORDINATED AND MANAGED TWO COMPLEX CROSS-ORGANIZATIONAL FLEET VALIDATIONS, FURTHER ENSURING RELIABLE PRODUCTS WERE DELIVERED TO THE FLEET. CHIEF JAMES SERVED AS THE TIP OF THE SPEAR FOR TWO FLEET INSTALLATIONS, PUSHING GOVERNMENT AND CONTRACTOR TEAMS TO ACCOMPLISH INSTALLATION AND TESTING GOALS WITHOUT SACRIFICING QUALITY AND OBJECTIVITY. CHIEF JAMES' DISTINCTIVE ACCOMPLISHMENTS, UNRELENTING PERSEVERANCE, AND STEADFAST DEVOTION TO DUTY REFLECTED GREAT CREDIT UPON HIMSELF AND WERE IN KEEPING WITH THE HIGHEST TRADITIONS OF THE UNTIED STATES NAVAL SERVICE.




PETTY OFFICER KAPP CONSISTENTLY PERFORMED HIS DEMANDING DUTIES IN AN EXEMPLARY AND HIGHLY PROFESSIONAL MANNER. HE SAVED THE NAVY 2.5 MILLION DOLLARS BY REPAIRING AND THUS PREVENTING THE UNNECESSARY REPLACEMENT OF 13 MAS SPECTROMETERS, ONE CARBON MONOXCIDE ANALYZER, AND THREE ROUGHING PUMPS. HE WAS VITAL TO THE SUCCESFUL IMPLEMENTATION OF THE CAMS 2A MAINTENANCE AND CAMS MK1 REPLACEMENT. HE WAS THE FIRST SAILOR TO PERFORM ALL CRITICAL MAINTENANCE ON A CAMS 2A DURING WHICH HE PROVIDED FEEDBACK TO NAVSEA ENGINEERS AND THE ISEA WHICH LED TO CORRECTIONS TO PROCEDURES THAT COULD HAVE CAUSED EQUIPMENT FAILURES AND THE REMOVAL OF 26 MAN HOURS OF DUPLICATE MAINTENANCE FROM THE MAINTENANCE INDEX PAGE. PETTY OFFICER KAPP'S EXCEPTIONAL PROFESSIONAL ABILITY, PERSONAL INITIATIVE, AND LOYAL DEVOTION TO DUTY REFLECTED CREDIT UPON HIMSELF AND WERE IN KEEPING WITH THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.




MERITORIOUS SERVICE AS DRY DECK SHELTER MAINTENANCE TECHNICIAN FOR COMMANDER, NAVAL SPECIAL WARFARE LOGISTICS AND SUPPORT UNIT THREE FROM APRIL 2014 TO MAY 2018. PETTY OFFICER HOOLIHAN'S FORESIGHT AND EXPERIENCE WAS INSTRUMENTAL IN THE ONLOAD OF FIVE DRY DOCK SHELTERS AND THE OFFLOAD OF FOUR DRY DOCK SHELTERS, WITH ASSETS VALUED AT $140 MILLION. PETTY OFFICER HOOLIHAN'S DYNAMIC MENTORSHIP HAS FACILITATED THE TRAINING OF NINE TECHNICIANS FOR THE CONTINUED EXCELLENCE OF DRY DOCK SHELTER MAINTENANCE DIVISION. PETTY OFFICER HOOLIHAN'S OUTSTANDING PERFORMANCE AND LOYAL DEVOTION TO DUTY REFLECTED GREAT CREDIT UPON HIMSELF AND UPHELD THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.




FLEET LIAISON CHIEF, STRATEGIC SYSTEMS PROGRAMS, SHIPBOARD SYSTEMS PROGRAM MANAGEMENT OFFICE, MITCHEL FIELD, NEW YORK, FROM JULY 2014 TO SEPTEMBER 2017. CHIEF ROSSI EXPERTLY COORDINATED AND MANAGED THREE CROSS-ORGANIZATIONAL FLEET VALIDATIONS ABOARD THE CSS WATERS. DURING THIS EFFORT, HE LED CONTRACTORS, PEERS AND SUBORDINATES, FULLY EXERCISING NEW HARDWARE AND SOFTWARE RESULTING IN ENGINEERING CHANGES AND ENHANCEMENTS THAT WILL ULTIMATELY PROVIDE A BETTER END PRODUCT TO THE FLEET. HE FACILITATED THE REVIEW AND APPROVAL OF 1145 TROUBLE AND FAILURE REPORTS ENSURING FLEET ISSUES WERE RESOLVED IN A TIMELY AND EFFICIENT MANNER. CHIEF ROSSI'S EXCEPTIONAL PROFESSIONAL ABILITY, PERSONAL INITIATIVE, AND LOYAL DEVOTION TO DUTY REFLECTED CREDIT UPON HIMSELF AND WERE IN KEEPING WITH THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.




CHIEF CASTOR'S LEADERSHIP PROVED CRITICAL DURING HELENA'S FIRST WINTER TRANSIT OF THE BERING STRAIT, THE FIRST EVER BY A LOS ANGELES-CLASS SUBMARINE, INCLUDING A NEAR FLAWLESS INTER-COASTAL CHANGE OF HOMEPORT AND PANAMA CANAL TRANSIT. HE WAS ALSO KEY TO NUMEROUS RECORD-SETTING SHIPYARD EVOLUTIONS THROUGHOUT THE ENGINEERED OVERHAUL. IN ADDITION, HE DEVELOPED A WELL-EXECUTED TRAINING PROGRAM WHICH INCLUDED LECTURES, TABLETOP SEMINARS, AND HANDS-ON REHEARSALS, ENABLING THE SHIP TO SUCCESSFULLY COMPLETE A MICROPROCESSOR INSTRUMENTATION AND CONTROLS UPGRADE AS WELL AS A PRIME-STANDARD ALIGNMENT OF PRIMARY PLANT DETECTORS. CHIEF CASTOR'S OUTSTANDING PERFORMANCE AND LOYAL DEVOTION TO DUTY REFLECTED GREAT CREDIT UPON HIMSELF AND UPHELD THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.




Electronics Technician (Navigation) First Class Petty Officer Hanashiro, United States Navy, distinguished himself by meritorious achievement while serving as Electronic Security and Surveillance(ESS) Division Leading Petty Officer, Presidential Retreat Camp David from March 2015 to March 2018. Petty Officer Hanashiro provided direct service to the President, first family and their guests during the historic 2015 Gulf Cooperation Council Summit, and an additional nine Presidential visits, two Vice Presidential visits, seven First Lady visits, and 30 Executive Office of the President Leadership Summits. His most noteworthy accomplishments include:

- Outstanding leader and manager. He led and developed a team of six highly skilled technicians; managing the completion of 600 mission critical security system repairs. This ensured mission reddiness allowing full capabilities for the President in his role as Chief Executive, Head of State, and Commander-in-Chief. He exhibited an unprecedented ability to quickly engineer and implement solutions regardless of the complexity of the challenge faced. He led his division in six major infrasturcture upgrades totaling in $3 million dollars and seven high profile projects that includes

- Dedicated to the Command. He volunteered to be the lead network architect, devoted 500 hours to the complete redesign of the security system and CCTV network architecture. He thoroughly researched, designed, and implemented the strategy for replacement. He conducted a complete site survey that allowed him to create the network design proposal, scope of work, and manage the purchase and integration of a network architecture optimized to support HD CCTV and security system network traffic. His actions resulted in saving the command $200K in the design and implementation contracting costs.

- Excellent troubleshooting and crises control. His unmatched technical knowledge and analytical ability allowed him to quickly engineer a solution to restore a complete loss of Camp David's ESS security system servers. During the recovery, he identified several more major discrepancies in the original Camp David security system server architecture. Invested 40 off-duty hours to engineer a rapid response no cost solution, which he successfully used to provide a complete restoration of a failed server during a crash that eventually reoccurred. Recognizing the severe need for a long term solution, he acted outside of his area of responsibility and applied his extraordinary ability as an Information Systems Technician to engineer a complete redesign of the ESS Security System Server using VMware. He meticulously devoted 120 hours to the design and implementation of the Camp David ESS security system server architecture. He saved $300,000 in contracting costs by acting as the project manager for the complete redesign and upgrade of the security system server architecture.

- During major renovations, he coordinated and managed three complex information systems data center relocations, and the relocation of the Camp David Security Operation Center. Operating off of short notice he diligently identified the in-depth steps necessary, and flawlessly carried out the process with minimal overhead and system impact to Camp David Operations.

- Rapidly identified network protocol configuration deficiencies, and lead the optimization of the network for Multicasting, which resulted in a 60% increase in network performance. His excellent technical managerial ability enabled the network to support a $2 million security system upgrade on time.

- Petty Officer Hanashiro's techanical acumen engaged his advanced knowledge of network penetration testing techniques to recover access to a computer system that was unintentionally locked out by contractors during maintenance. His efforts led to the successful restoration of access to the system, that if unsuccessful, would have resulted in the complete loss of a vital security system database and security monitoring system.

- He directly applied his exceptional communication ability and earned knowledge to assist in the completion of six major Camp David security system contracts, and provide a concise vision of a way forward to most effectively maximize the security posture of Camp David after his departure.

- Dedicated to the community. He completed 200+ hours of volunteer service as a volunteer firefighter, guest instructor with the Boy Scouts and meal delivery driver for Meals on Wheels. By providing emergency response, educating todays's youth, and providing fresh meals he made a permanent impact on the lives of the community.

- Devoted to continuous self-development and growth. During his tour at Camp David, Petty Officer Hanashiro became a fully qualified firefighter, serving Frederick County Maryland Fire and Rescue Services. He devoted countless off-duty hours to training and formal classroom work to be able to officially staff all the heavy apprratus at Independent Hose Company No.1. This ensured critical rescue services were provided to the citizens of the county. He also enrolled at the University of Maryland University College studying in Software Development and Security. The knowledge and ability he acquired from this allowed him to better implement software on the ESS network, ensuring smoother operations in day to day operations cutting down on system downtime by 75%.

- Devoted to the development and personal excellence of others. Petty Officer Hanashiro continuously pursued every opportunity for the development of others. As the department volunteer coordinator, he inspired his Sailors to complete 544 hours of volunteer service ultimately leading to the awarding of four MOVSMs. As the Department Off-Duty Education Petty Officer, he became the go to person for higher education mentorship, enrolling seven Sailors in college. He provided direct mentorship, which led to one JSOY selection, three JSOQ selections and one BJOQ selection. In his division, his mentorship led to one FCPO advancment.


Petty Officer Hanashiro's leadership and work ethic have significantly enhanced Presidential Retreat Camp David's operational readiness. He leads from the front morally, professionally, and his numerous achievements clearly warrant the special recognition afforded by the awarding of the Naval and Marine Commendation Medal.
