RELIABLE WATCH STANDER. Proactively managed the daily processing of 10,000 time-sensitive messages, providing support to 480 combatant units while ensuring uninterrupted information flow to COMTHIRDFLT, COMSEVENTHFLT, and Warfare Commanders. His technical expertise maintained 99% continuous system connectivity and ensured rapid outage notification and restoral, directly impacting two Carrier Strike Groups operating in the INDOPACOM AOR.

TEAM PLAYER. Delivered 20 hours of training to 3 Sailors in Common User Digital Information Exchange Subsystem operations and procedures, achieving 5 qualifications and enhancing watch bill flexibility and operational readiness.

SUPERB TECHNICIAN. Resolved 423 trouble calls and expertly managed 200 user accounts, delivering fast, reliable support to ensure uninterrupted service for the INDOPACOM Area of Operations.

Petty Officer Owens demonstrates a strong work ethic and is highly recommended for retention and increased responsibility.




While serving as Message center operator, processed over 180 million messages during his time on SPINTCOMM watch floor, which allowed for fast delivery of incredibly time sensitive intelligence to the fleet and supporting commands and increased situational awareness crucial to Fleet and National Level decision-makers. As Communications Watch Officer, led six sailors in the maintenance of 153 network circuits and 3 Sensitive Compartmented Information message systems, which resulted in a 98 percent availability rate for ONI and Special Intelligence Command Centers worldwide.




As the Pacific Message Center watch officer, IT2 Quinn oversaw the daily message operations of the entire fleet, ensuring an average of 10,000 secure messages weekly to 480 combatant units and providing critical information to COMTHIRDFLT and COMSEVENTHFLT warfare commanders.




As COMMS Watch Supervisor, she assisted in delivering over 3,000 messages with 100% completion. She single handedly developed and established Naval Station Norfolk's Message Center PQS and Supervisor PQS.




As Communications Watch Officer, he supervised 23 Sailors in the daily operations of the Joint Message Center. He was responsible for the testing and reestablishment of all the equipment in the Joint Message Center after a 12 month Dry-docking Phased Maintenance Availability.




Served as CS-1 Division's Message Center Supervisor and led eight sailors in the processing and dissemination of over 48,000 naval messages across 21 departments.
