EXCEPTIONALLY MERITORIOUS SERVICE WHILE SERVING AS EXECUTIVE OFFICER, NR FLEET LOGISTISCS CENTER SIGONELLA, CONTRACTING COMPANY ALPHA, FROM DECEMBER 2008 TO OCTOBER 2011. DURING HIS TENURE, LCDR PETTOLA BROUGHT THE UNIT TO HIGHER LEVELS OF EXCELLENCE AND SUPPORT. HE SUCCESSFULLY LED THE UNIT IN COMPLETING ALL UNIT ADMIN, OPERATIONAL, AND TRAINING REQUIREMENTS. ALL ELIGIBLE UNIT MEMBERS HAVE EARNED AND MAINTAINED THEIR DAWIA CONTRACTING QUALIFICATIONS, AND THEY HAVE ATTAINED 100% MOBILIZATION READINESS. HE WORKED DILIGENTLY, OFTEN SACRIFICING NUMEROUS OFF-DUTY HOURS, TO MOVE THE UNIT TO NAVSUP-WSS-PHILADELPHIA IN DIRECT SUPPORT OF CONTRACTING OPERATIONS. HE LED THE EFFORT AND COORDINATED WITH NAVSUP-WSS-PHILADELPHIA LEADERSHIP TO IDENTIFY RESOURCES AND CAPABILITIES, PROVIDE TRAINING, AND ESTABLISH PERFORMANCE METRICS. HIS EXPERT PLANNING AND MANAGEMENT ENABLED THE UNIT TO PROVIDE MORE THAN 580 DAYS OF AT/ADT IN DIRECT OPERATIONAL SUPPORT TO FLC SIGONELLA AND ITS OCONUS DETACHMENTS. HE PROVIDED OUTSTANDING OPERATION SUPPORT TO NAVSUP-WSS-PHILADELPHIA WHERE HE REVIEWED CONTRACT MODIFICATIONS AND BOAs, AND VERIFIED 55 CONTRACTS FROM THE EDA SYSTEM TO THE NAVSUP-WSS-P DATABASE FOR COMPLETENESS AND ACCURACY. HE CREATED A DATABASE OF CONTRACTS TO ENABLE NAVSUP-WSS-P LEADERSHIP TO DETERMINE WHICH CONTRACTS ARE NOT BEING PROCESSED IN THE ELECTRONIC DOCUMENT ACCESS SYSTEM. HE REVIEWED AND ANALYZED 466 CONTRACTS TO DETERMINE COST THRESHOLDS AND THE REQUIREMENT OF A CONTRACTING PLAN FOR MANAGEMENT REPORTING AND SBA COMPLIANCE. HE ASSISTED IN CONTRACTS AUDIT TO VERIFY THAT CONTRACTS WERE PROPERLY POSTED IN THE EDA SYSTEM AND PROPERLY SYNOPSIZED. HE CREATED A DATABASE TO SUMMARIZE ALL CHANGES TO THE FACS, DACS, AND DCNs TO DETERMINE THE IMPACT TO NAVSUP-WSS-P AUDITS. HE CONDUCTED EXTENSIVE RESEARCH FROM VARIOUS CONTRACTING PUBLICATIONS TO SUMMARIZE VARIOUS DIRECTIVES IN PREPARATION FOR TRAINING AND AUDITS. HE ALSO DEVELOPED A COMPREHENSIVE TRAINING PLAN FOR CONTRACTING POLICY UPDATES. HE PROVIDED SUPERB OPERATIONAL SUPPORT TO FLCSI-BAHRAIN WHERE HE COMPLETED 93 CONTRACT CLOSEOUT ACTIONS VALUED AT APPROXIMATELY $1 MILLION, AND HE DEVELOPED STANDARD OPERATING PROCEDURES FOR CONTRACT CLOSEOUTS. HIS EFFORTS SAVED FLCSI-BAHRAIN OVER 104 OVERTIME SUPPORT HOURS. HE EXPERTLY COORDINATED THE $27 BILLION IRAQ RECONSTRUCTION MISSION, FLAWLESSLY EXECUTED OVER 1,400 CONTRACT ACTIONS AND OBLIGATED OVER $2 BILLION. HE DEVELOPED AND IMPLEMENTED A PURCHASE REQUEST AND COMMITMENT POLICY FOR TRACKING AND PROCESSING CRITICAL CUSTOMER REQUIREMENTS, WHICH REDUCED CUSTOMER REQUIREMENTS FROM AN AVERAGE OF 102 DAYS TO 26 DAYS, AND ENSURED CONTRACT ACTIONS OF $2 BILLION WERE AWARDED ON TIME AND ADMINISTERED PROPERLY. HE SUCCESSFULLY ORGANIZED AN ACQUISITION SUPPORT SERVICES STRATEGY, VALUED AT OVER $100 MILLION TO COORDINATE AND COMPLETE THE PURCHASING REQUIREMENTS FOR SEVERAL GOVERNMENT AGENCIES THROUGHOUT IRAQ AND AFGHANISTAN. HE HAS ASSISTED WITH PREPARATIONS FOR SBA AUDITS AND PPMAP REVIEWS BY ANALYZING OVER 1,000 CONTRACTS. HE EFFECTIVELY MANAGED THE RATIFICATION OF HIGH PRIORITY UNAUTHORIZED COMMITMENTS VALUED AT $1.5 MILLION FOR FLCSI-NAPLES. HE IS A ROLE MODEL TO JUNIOR OFFICERS AND HE PERSONNALLY ENSURES THEIR PROFESSIONAL DEVELOPMENT. LCDR PETTOLA'S DISTINCTIVE ACCOMPLISHMENTS, SUPERB JUDGEMENT, AND SELFLESS DEVOTION TO DUTY REFLECTED GREAT CREDIT UPON HIMSELF AND WERE IN KEEPING WITH THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.
