Cryptologic Technician Technical (CTT) Evals


As Electronic Warfare Supervisor, dedicated 630 hours to train six Sailors in GALE operation and Electronic Warfare readiness. Led six OCSOT events and supervised two Sailors in a configuration change of ULQ-16. Her actions led to two new Electronic Warfare Operator qualifications and improved methods of accomplishing underway maintenance with minimal operational impact.




- TECHNICAL LEADER. Hand-selected as X Division Training Lead for 12+ personnel executing 24/7 global XX. Streamlined qualification pipeline, implementing a new XX Advanced Operator JQR and 20+ mission guides. Led 100+ training hours yielding four qualifications ahead of schedule and a 60% increase in qualified watchstanders across five watch teams.

- RECOGNIZED SME. Selected as command Watchstander of the Month for operational impact. Let watch team during 40+ high priority transits and 60+ ISR flights. Analyzed 150+ signals of interest, provided 15+ intelligence reports and responded to 20+ requests for information, yielding four unique discoveries and identification of three software discrepancies.




- DECKPLATE LEADER. Mentor of the Quarter winnder! Selected to fill gapped Divisional LPO, led 12 E-5 and junior Sailors executing 24/7 Navy XXX operations. Leadership yielded one BJOY, one BJOQ, four NAMs, three advancements, three Watchstander of the Month, five JQR qualifications, seven courses completed, and 100% PFA pass rate.
- MISSION DRIVEN. Drove mission for 12 Sailors across five watch teams during 300+ priority events and 10+ Fleet exercises yielding 10+ mission firsts and 100+ high-visibility products. Leadership was vital in posturing the Fleet to rapidly respond to changes in adversary TTPs on 10+ occasions. Advocated on behalf of XXX, CTG-XXX, and C10F initiatives during software demonstration. Efforts ensured that latest and greatest capabilities fielded to the Fleet to counter adversary threats.




SUBJECT MATTER EXPERT- AS EW supervisor during 6 basic phase events, he contributed over 65 man hours of watchstanding, 14 missile threat briefs culminating in the early and successful completion of EW C-1 and C-2 basic phase events for Carney.
DEDICATED TO THE MISSION- AS OT02 WCS, led 12 sailors in the completion of over 135 maintenance checks resulting in over 400 man-hours, and coordinated and corrected the replacement of approximately 3200 sq. feet of PCMS.
DEDICATED TEAM PLAYER- CTT2 led and trained 8 sailors on EMCON and PCMS during EW AS-1 resulting in a score of 96% for the ship. His attention to detail led to 100% accountability of all 44 MK 214 chaff rounds as well as zero mishaps during the ammo handling evolution in Yorktown, VA.




CTT3 compiled all bibliographies for his rate ensuring his peers have a proper understanding of their rate and advancing sailors' careers.




ASTUTE TECHNICIAN. Completed 398 hours of preventative and corrective maintenance, expertly troubleshooting SLQ-32 faults over a seven month deployment, including replacing two pumps, 32 Travelling Wave Tubes, and a driver. His superior maintenance knowledge kept the SLQ-32 at peak operating efficiency during XXX Dynamic Force Employment (DFE).




Led his experienced team of seven analysts in two Product Review Panels consisting of 1,777 emitters with 7,222 modes determining threat levels and geographic areas for two AN/SLQ-32 library builds. He drafted 13 System Impact Messages, 28 Electronic Warfare Advisories, and two AN/SLQ-32 on-line advisories. He oversaw the scope and build of three crucial SOPs for the surface mission area. And briefed at the 2nd and 3rd Fleet waterfront symposiums Reprogramming at Sea process, to include the use of the Threat Change Message Portal, and the importance of TACELINTs.




SIGINT Leading Chief Petty Officer, Chief Brown dedicated 700 hours to and oversaw 23 high priority electronic intelligence Requests For Information in support of globally deployed NSW Forces. He developed a robust Cryptological cross-training program ensuring all MSC analysts provided a relevant and fused intelligence picture to the Warfighter. He managed 13 ADAMS classes, training over 200 NSW Sailors and facilitating a force wide reduction in alcohol-related incidents.




-CONSISTENT TOP RATE PERFORMER. CTT1 provided service level pre-deployment training to enable realistic ECM training in an expeditionary environment to deploying Marines. He is directly responsible for the field training of Marines deploying to OEF and UDP missions.
-SUSTAINED LEADERSHIP EXCELLENCE. CTT1 provided 1,100 tactical Counter-IED training hours to 5,333 Marines on CREW equipment. Instructed and assessed 1,000 Marines each ITX as staff providing mission essential EW support in the use of Counter Radio Controlled Electronic Warfare (CREW) to mitigate the threat of Radio Controlled Improvised Explosive Devices.
-UNMATCHED SUPERIOR PERFORMANCE. CTT1's industrious manangement of $1.1 million dollars of training assets provided mission essential EW support to enable realistic training in a tactical environment, address and correct training defiencies, and improve capabilities.
-EXEMPLARY ATHLETE AND TEAM PLAYER. CTT1 participated extensively in sponsored sporting events building Esprit de Corps between staff, dedicated 100 off-duty hours as personal trainer, and assisted the CFL in administering the command PFAs for 100% compliance with standards.

As N38 LPO for the Information Dominance Corps Team Trainer (IDCTT) at Fleet Intelligence Training Command (FITC) Pacific, he dedicated over 200 hours to creating realistic scenario updates, improving six synthetic scenarios with current fleet experience, increasing the Information Operation Watch Officers watch proficiency of six CSG/ARG IO teams.




As COMPHIBRON 11 N9 LPO, he led 22 Sailors from NIOC San Diego and NIOC Hawaii in the execution of 87 multi-ship IO exercises to include 3 Deceptive Lighting, 3 multi-ship CHAFF-EX, 18 Emission Control, 22 Rivercity, and 18 Zombie Flare events, greatly improving the IO proficiency within the USS ESSEX and USS BONHOMME RICHARD Amphibious Readiness Groups (ARGs). While assigned to CONPHIBRON 11, he led the Information Operations Working Group (IOWG) to develop plans and train and coordinate IO with the 31st Marine Expeditionary Unit (MEU) IO Team, directly elevating the CYBERFOR integration of IO to the fleet and the U.S. Marine Corps during COBRA GOLD AND SANG YONG exercises.




Served on Active Duty for Training (ADT) as a Navy Reserve Force Sailor to fill a gapped first class billet at NSW MSC as an ELINT Analyst. She demonstrated technical and cryptologic expertise while working to build accurate information products for globally deployed Special Operations Forces. She coached a small team in building new workflows to solve complex problems in a stand alone environment. In addition, she helped identify foreign fighters of interest and their processes in order to disrupt the enlistment of new members to their cause. Further, she, as the sole ELINT Analyst in NSW, provided feedback to help develop new stratgeies on how to provide information products to Special Boat Teams including testing new software and giving input on system requirements.




CTT2 supported 111 hours of scripting and testing for exercise NEPTUNE FALCON 2015 and an additional 20 hours of troubleshooting to ensure proper execution of the exercise. Petty Officer Johnson's dedication to NEPTUNE FALCON ensured that 850 U.S. Air Force personnel participating in the exercise received timely and correct injects.




Petty Officer K repeatedly distinguished herself as a Fleet Information Operations Center (FIOC) Maryland Battle Force Electronic Intelligence (ELINT) Analyst. Her exceptional ability, personal initiative, and total dedication to duty were critical to FIOC's success during periods of mission growth and reduced manning. As Battle Force ELINT Analyst, CTT1 set herself apart as a subject matter expert, both in the ELINT field and the FIOC mission set. She provided indepth and indispensable training and mentorship to 20 active duty and 6 reserve enlisted CTTs, 20 other enlisted, and 30 junior officers, resulting in a 100 percent qualification rate which vastly increased watchfloor knowledge base and directly led to the ability of the FIOC to meet its constantly evolving mission set requirements and accept new taskings from Fleet Commanders. She mentored and trained 30 junior Officers in the responsibilities of the Battle Watch Captain (BWC) position and in Information Warfare operations for their IW Officer qualifications, resulting in 100 percent qualification. She introduced and enforced the utilization of multiple intelligence sources to produce products of greater accuracy for FIOC customers. She provided a superior example of professional customer service, sustained outstanding performance, and instilled this standard in her subordinates, resulting in repeated high praise from worldwide deployed customers. She provided timely and accurate intelligence and guidance to Fleet Commanders and disseminated over 10,000 time sensitive reports, 100,000 threat-tippers, 200 intelligence briefs, and facilitated fulfillment of 300 requests for information. Additionally, she provided valuable guidance and training to over 100 deployed fleet CTT personnel, resulting in highly increased level of CTT expertise Navy wide in all fleets, directly adding to the readiness levels of the United States Navy.




She performed her collateral duties with the same tenacity and sense of urgency as her primary duties. As the Command Individual Augmentation coordinator, she proactively managed the training and reintegration of 9 returning members and 1 Sailor currently deployed.

Trained 200+ personnel, graduating with an overall 94% grade point average, sustaining critical operations in support of Navy Cryptologic and Information Warfare missions of Second and Fourth fleets.

Excelled as course manager, instructor, and leading petty officer for the Information Warfare department at Center for Information Dominance Learning Site Norfolk.

Her planning and foresight guided Learning Site Jacksonville through multiple equipment installations and autonomous system repairs saving over $50,000 in contractor expenses.




As LAN administrator, he assisted in the disassembly and reassembly of 12 server systems and over 170 classified and unclassified computers in order to transition the LAN from the ship to the barge during the extended docking planning and maintenance availability.




PO1 Reynolds led 7 instructors through 120 course convenes, provided adaptive cryptologic training for 1,500+ students, and maintained control of $10 million in cryptologic equipment suite.

She cross-trained and qualified in five courses of instruction, delivered over 1,000 hours of instruction, and maximized instructor flexibility.
