Staff Sergeant Ryan A. Mathews is enthusiastically recommended for the Navy and Marine Corps Achievement Medal for superior performance of his duties while serving as Administrative Chief, Battery M, 3d Battalion, 14th Marine Regiment, 4th Marine Division from November 2024 to March 2026. Throughout this time, Staff Sergeant Mathews consistently demonstrated superb administrative skills, and a steadfast commitment to achieving all mission objectives while supporting needs of Battalion personnel and operational tasking. During this period, Staff Sergeant Mathews is credited with the following significant accomplishments.

Staff Sergeant Mathews demonstrated exceptional leadership and administrative skills as the Battery M Administrative Chief, overseeing all administrative functions with a focus on accuracy and responsibility. He effectively managed the Requirements Transition and Manpower Management System (RTAMMS) program, ensuring timely payments and accountability for reserve Marines while processing over 1,500 duty status transactions. His participation in the Admin Logistics Working Group in New Orleans was instrumental in the operational planning for the Fiscal Year 2025 annual training event in 29 Palms.

In addition to his administrative duties, Staff Sergeant Mathews played a vital role in enhancing the battery's training readiness by serving as an instructor for the Unit Marine Awareness and Prevention Integrated Training (UMAPIT) during a 101-day summer safety stand down. He successfully oversaw 10 CLA packages, with 8 completed, and acted as the Casualty Assistance Calls Officer (CACO) for two cases, providing compassionate support and meticulous documentation for the families involved. His commitment to honoring fallen Marines is evident through his participation in over 25 Military Funeral Honors, where he paid tribute to veterans with dignity and professionalism.

During the Toys for Tots campaigns in 2024 and 2025, Staff Sergeant Mathews dedicated over 120 hours to sorting and delivering toys, benefiting more than 7,000 children in the greater Chattanooga and surrounding counties. He maintained a high level of accuracy in processing 183 Unit Diaries, achieving a 98.7% accuracy rate, and reviewed 95 Defense Travel System (DTS) authorizations and vouchers to ensure precise travel reporting. Additionally, he assisted Golf Battery with over 20 travel vouchers for demobilized Marines returning from deployment.

Staff Sergeant Mathews also reviewed and submitted more than 140 Junior Enlisted Personnel Evaluation System (JEPES) submissions and generated over 158 Marine Resource Orders Writing (MROWS). He ensured that the administrative needs of Battery M Marines were met during their Annual Training period, dedicating significant hours to managing rosters, audits, travel claims, and transportation logistics. Furthermore, he served as the Substance Assessment Control Officer, conducting 17 urinalysis tests, and acted as the Limited Duty Coordinator, reviewing over 520 Diary Feedback Reports on the Unit Diary Marine Integrated Personnel Service website.

As the lead planner, his direct contributions to the Reserve Unit Deployment Program laid the groundwork for the rest of 4th Assault Amphibian Battalion to emulate through three subsequent iterations of the Unit Deployment Program to Okinawa, and will have a substantial impact on the strategic level objectives of 4th Marine Division and Marine Forces Reserve for years to come. Master Sergeant York was the driving force behind Company C's efforts while attached to SPMAGTF 14 in support of Hurricane Harvey relief operations in southeast Texas. He developed and implemented a destructive weather plan, which was validated by the successful rescue of over 400 civilians during the operation.




PROFESSIONAL ACHIEVEMENT IN THE SUPERIOR PERFORMANCE OF HER DUTIES WHILE SERVING AS ADMINISTRATIVE SPECIALIST, MARINE CORPS SECURITY FORCE REGIMENT FROM JULY 2017 TO JANUARY 2021. DURING THIS PERIOD, SERGEANT BINDELL PROVIDED EXTRAORDINARY ADMINISTRATIVE SUPPORT TO THE REGIMENT AND ITS 11 SUBORDINATE COMMANDS. SHE DILIGENTLY PROCESSED OVER 5000 UNIT DIARY TRANSACTIONS AND MORE THAN 500 TRAVEL DOCUMENTS ENSURING ACCURATE PAY ENTITLEMENTS OF 5 MILLION DOLLARS FOR OVER 3500 MARINES AND SAILORS. SERGEANT BINDELL'S DILIGENT CONTRIBUTIONS RESULTED IN THE BEST WORK CENTER EFFICIENCY IN FIVE YEARS AND EXCEEDED STANDARDS DURING A MARINE CORPS ADMINISTRATIVE ASSIST TEAM INSPECTION. SERGEANT BINDELL'S PROFESSIONALISM, INITIATIVE, AND DEVOTION TO DUTY REFLECTED CREDIT UPON HER AND WERE IN KEEPING WITH THE HIGHEST TRADITIONS OF THE MARINE CORPS AND THE UNITED STATES NAVAL SERVICE.




For exceptionally meritorious service while serving as the Marine Forces Central Command Coordination Element-Afghanistan Administrative Non-Commissioned Officer, Kabul, Afghanistan detachment from 1 April 2012 to 20 Spetember 2012. Sergeant Millspaugh was instrumental in the expeditious support of greater than 350 Individual Augmentees deployed to Afghanistan, synchronizing arrival and departure briefings, expediting cargo, orchestrating billeting, and coordinating transportation in addition to supporting all administrative requirements. He played an integral role in the reception, staging, and onward integration of over 500 Marines during his tour, to include AFPAK Hands, Combined Training Advisor Group Augments, Linguists, and other forces supporting the International Security Assistance Force (ISAF). Sergeant Millspaugh's personal initiative and unswerving devotion to duty reflected great credit upon himself and were in keeping with the highest traditions of the Marine Corps and the United States Naval Service.




PROFESSIONAL ACHIEVEMENT IN THE SUPERIOR PERFORMANCE OF HER DUTIES WHILE SERVING AS ADMINISTRATIVE SPECIALIST, MARINE WING SUPPORT SQUADRON 272 FROM FEBRUARY 2018 TO OCTOBER 2020. DURING THIS PERIOD, LANCE CORPORAL JACKSON PROVIDED EXTRAORDINARY ADMINISTRATIVE SUPPORT TO THE COMMAND. SHE DILIGENTLY PROCESSED 110 SERVMART RUNS VALUED AT $210,330, SHIPPED AND TRACKED CRITICAL EQUIPMENT WORTH $1,200,000, AND PROCESSED THREE MIPRs, REDUCING MAINTENANCE DELAYS FOR PARTS BY 50 PERCENT. LANCE CORPORAL JACKSON'S DAILY EFFORTS RESULTED IN EXCEEDING STANDARDS DURING FIVE DARQs, A CREDIT CARD AUDIT, TWO FASMOs, AND SIX ULO REPORT INSPECTIONS. LANCE CORPORAL JACKSON'S PROFESSIONALISM, INITIATIVE, AND DEVOTION TO DUTY REFLECTED CREDIT UPON HER AND WERE IN KEEPING WITH THE HIGHEST TRADITIONS OF THE MARINE CORPS AND THE UNITED STATES NAVAL SERVICE.




FOR PROFESSIONAL ACHIEVEMENT IN THE SUPERIOR PERFORMANCE OF HIS DUTIES WHILE SERVING AS THE DUE AND STATUS FILE CLERK, SUPPLY PLATOON, COMBAT LOGISTICS BATTALION 24, 2D MARINE LOGISTICS GROUP, FROM OCTOBER 2010 TO APRIL 2011. DURING THIS PERIOD, CORPORAL TOMAS CONSISTENTLY PERFORMED HIS DUTIES IN AN EXEMPLARY AND HIGHLY PROFESSIONAL MANNER. BOTH HIS SKILL AND DEDICATION TO PROPERLY MANAGING ASSETS FOR THE UNIT WERE EVIDENT AS HE EXPERTLY MANAGED THE LOADED UNIT BALANCE FILE THAT CONTAINED 184 NATIONAL STOCK NUMBERS, AND WAS VALUED AT $4,284,045.20. HE SUCCEEDED IN REDUCING THE SIZE OF THE LOADED UNIT BALANCE FILE TO ZERO ITEMS ON HAND IN ALL THREE COLUMNS, PRODUCING A PERFECT RECORD. AS A DIRECT RESULT OF HIS EFFORTS THE ORGANIC DUE AND STATUS FILE RECEIVED A GRADE OF 92% FROM THE FIELD SUPPLY AND MAINTENANCE ANALYSIS OFFICE AT THE CONCLUSION OF A THOROUGH INSPECTION. HE ALSO SUCCEEDED IN REDUCING THE SIZE OF THE INTERMEDIATE DUE AND STATUS FILE FROM 553 TO 72 OPEN REQUISITIONS. CORPORAL TOMAS' EXCEPTIONAL PROFESSIONAL ABILITY, SUPERIOR MOS KNOWLEDGE, AND DEVOTION TO DUTY REFLECTED GREAT CREDIT UPON HIM AND WERE IN KEEPING WITH THE HIGHEST TRADITIONS OF THE MARINE CORPS AND THE UNITED STATES NAVAL SERVICE.
