As the RPD assistant, he attends meetings throughout the week gathering information and properly recording it. As an NROWS Requirement Writer, he successfully wrote 811 NROWS requirements with no discrepancies and pulled the execution of funds report for accurate data. As the Additional Training Period (ATP) Manager, he successfully transferred 151 ATP/RMPs in OSPADES and ensured the proper ATP/RMPs were distributed among REDCENs and special funding programs (fenced off funds). As a SharePoint Manager, he created the new NROWs Requirement Request and the ATP Transfer Request and continuously stayed on top of members' submissions, ensuring that all information is correct.
Navy Senior Enlisted Leader, Senior Enlisted Medical Advisor, and Reserve Program Director at Marine Aircraft Group 49, 4th Marine Aircraft Wing from October 2021 to June 2023. During this period Senior Chief Petty Officer Jenkins led and trained 11 active-duty Sailors compromised of 10 units covering seven geographically dispersed locations and was the driving force behind medical readiness. The leadership, engagement, and mentorship provided to 23 Officers and 78 enlisted Selected Reserve personnel in support of 2,305 Marines were unmatched. As Navy Reserve Program Director, he executed 126 sets of orders totaling 1,218 days of support valued at $515K with a $51K cost savings and employed five Sailors for an additional 1,448 days using the Active Duty for Operational Support program. He worked collectively with the 4th Marine Aircraft Wing Command Master Chief Petty Officer in execution of the Sailor of the Quarter/Year Program that recognized five Sailors for superior performance, ultimately increasing the Sailor's competitiveness across the Navy and directed professional development initiatives that led to five Enlisted Fleet Marine Force Warfare Specialist qualifications, eight personal awards, seven rank-specific enlisted leadership development course completions, and nine advancements.
Served as the Deputy Reserve Program Director for Commander, Navy Reserve Forces Command and executed a budget of over 480 thousand dollars for ADT/IDTT/ATPs for approximately 600 JAGs/LNs, resulting in over 25 thousand days of active-duty support. In addition, she served as the mission event owner, fund approver, and resource owner for over 2500 NROWS orders, including those on short notice for Sailors to complete the mission.
HM1 showcased his exceptional dedication while serving as the Reserve Program Director for 4th Marine Division. HM1 Hutchinson assisted 100 MDRs in completion of 2,350 drill periods, and fund approved 2250 NROWS requirements totaling a $6,000,000 in support of critical combatant commander requirements. Directed Navy manning operations of 25 major USMC exercises and missions ensuring successful execution of critical tasks.
As Reserve Program Director Leading Chief Petty Officer at Navy Medicine Readiness and Training Command Portsmouth, her outstanding leadership and dedication contributed to the completion of Reserve Readiness Support for 1000 reservists across 22 commands, and the facilitation of 615 training opportunities that yielded 6,710 critical support days, increasing operational readiness and mission capability.
