Reserve Program Director (RPD) Awards
Meritorious service while serving as Assistant Regional Reserve Program Director (RPD) in the Command Reserve Management Program office for Naval Medical Forces Atlantic (NMFL), Portsmouth, Virginia from November 2020 to November 2023. HM2 Caldwell demonstrated diverse leadership, professional expertise and innovative thinking as a principal Navy Reserve advisor providing experience, expertise, and familiarity of Navy Reserve training and support of over 3,500 drilling Reservists, billeted to 120 detachments across 14 states and three OCONUS commands. He is mission-minded; he makes daily complex decisions coordinating the Navy Reserve Medical community that directly contributed to the overall NMFL and Navy Reserve Force mission success. HM2 Caldwell exhibited remarkable proficiency and professionalism serving as the coordinator during a cardinal period of peak tempo at eleven NMFL accession commands that resulted in a six-fold increase of Reserve support, unprecedented from previous years. Navy Reserve support to NMFL's accession commands had direct future generation impact of 7,000 officer candidates and 3,148 recruits for medical processing and review. As the SME for Reserve support, He was instrumental in the execution and coordination of 97,586-man days across five missions and covered a budget of over $33.9M of augmented Reserve operational support to the active component. By his noteworthy accomplishments, perseverance, and dedication to duty, HM2 Caldwell reflected credit upon himself and upheld the highest traditions of the United States Naval Service.
For outstanding meritorious service while serving as Reserve Program Director and Instructor Pilot at Training Air Wing TWO from June 2023 to March 2026. CDR O'Brien expertly managed and led a reserve team of one Yeoman and four Reserve Department Heads during a challenging time of Instructor and Aircraft shortages. While flying over 375 hours as an Instructor, CDR O'Brien also expertly managed a 6.2-million-dollar budget involving drills and orders for over 50 reserve instructors. During his tenure, his efforts resulted in the successful completion of over 13,000 drill periods and 4,800 active-duty days of reserve support, leading to the safe execution of over 16,000 flight hours, 14,700 sorties, and 7,400 student production sorties, accounting for 21 percent of the Training Wing's total production. Additionally, the Reserve Component actively participated in 11 strike, 12 carrier qualification, and four basic fighter maneuvers detachments. This valuable reserve contribution directly led to Training Wing TWO producing 352 Strike Fighter and Command and Control Naval Aviators. In addition, his unrelenting efforts and superb leadership of his staff resulted in the a grade of "Outstanding" for all Reserve Components in the 2024 CNATRA Reserve Inspection which included multiple "Best Practices" being shared with other Training Wings. Commander O'Brien's professionalism, perseverance, and loyal dedication to duty reflected great credit on him and were in keeping with the highest traditions of the United States Naval Service.
Commander Cindy M. Selle, United States Navy, distinguished herself by outstanding meritorious service as the Commanding Officer for Navy Reserve (NR) United States THIRD Fleet (C3F) N2N39, from 01 February 2022 to 30 April 2024.
During this period, she meticulously prepared a Reserve force comprised of 87 Sailors and Officers to transform a Global War on Terrorism Individual Augmentee (GWOT IA) force to a warfighting-ready force required to compete and win in the Great Power Competition (GPC) era. Committed to grow C3F, her staff provided 4,565-man days of support, maintained a 98% Annual Readiness Questionnaire (ARQ) and T-Ready certification rate, implemented 12 Joint Qualification Requirements (JQR) across eight divisions, and supported six major certification exercises; resulting in increased lethality to deter and defeat aggression by major powers across all domains.
As Commanding Officer, she had the courage to stand on principles and demonstrate clear potential to lead the future Navy by providing invaluable leadership and distinct direction during a command reorganization from 59 to 87 Sailors and Officers. Her distinctive efforts resulted in 33% growth of capabilities through command structure, facilitation for accreditation of two C3F Sensitive Compartmented Information Facilities (SCIF), submission of 43 TS/SCI Q-code eligibility requirements, obtainment of Reserve Program (RPC-17) code that introduced information warfare (IW) community management to those that possess extensive skills in information-intensive fields, facilitation of on-the-job training opportunities, standardization of competencies, that further increased skillsets to gain relevant IW proficiency to accelerate growth of capabilities with Maritime Operations Center (MOC) augmentation and cyber, space, and other technologies to provide strategic warfighting depth to C3F.
Astutely keeping warfighting readiness as her top and only priority, Commander Selle was the coordination linchpin that facilitated an integrated Reserve force into a cohesive battle roster by associating Sailors and Officers with a functional team and billet position, creating a synchronized individual training plan for each Sailor and Officer to operationalize NR C3F N2N39 efforts. She led strategic coordination efforts in all operations, activities, and Reserve Unit Assignment Document (RUAD) management, strengthening relationships with the active component, NR C3F Enterprise, Navy Reserve Center (NRC), REDCEN, Commander Navy Information Force Reserve (CNIFR), and the Reserve Program Director (RPD). Commander Selle, along with her staff, integrated and ensured deconfliction of all echelon efforts supporting components to optimize force structure, recruit and select qualified candidates for gapped billets; resulting in minimized time to fully adapt, train, and contribute to sustained multi-domain combat operations.
Commander Selle was a superlative agent of change. She led firmly, fairly, and effectively, fostering an environment of trust, communication and innovation which became evident in the high standard of performance and output her unit provided C3F. The morale within her unit was high due to the continuous professional military education, training, and self-improvement which she encouraged for all Sailors and Officers under her charge. Her positive leadership was strongly reflected through the accomplishments of her Sailors and Officers. Her staff enabled 2,860-man days of direct support to C3F in fiscal year 2023, constituting a 67% increase from 1,705-man days in fiscal year 2022. Her staff proved the capacity to deliver routine operational support while performing in a billet, evidenced by three qualifications for Battle Watch Captain (BWC), one Special Security Representative (SSR), three Red Database Managers (RDBM), two Fleet Intelligence Watch Assistants (FIWA), two Fleet Intelligence Watch Officers (FIWO), two Special Intelligence Correlators (SICOR), one System Security Manager (ISSM), four Automated Data Processing (ADP), two Knowledge Managers (KM), and two VS7 Space Operations Officers. Her staff trained to fight during eight validation exercises and conferences to include MAKO SENTRY, KEEN EDGE, RIM of the PACIFIC, PACIFIC SENTRY, STEEL KNIGHT, LARGE SCALE EXERCISE, BALIKATAN, and IRON WORKS.
Additionally, her staff delivered the vision and mission of Navy Reserve Forces Command (CNRFC) by providing real world contributions and ad hoc support to the C3F out-of-area deployers (OOAD) mission which hones Operational Level of War (OLW) skills and provides continuous proficiency in a challenging and dynamically responsive environment. An inert level of autonomy led one Sailor to be awarded the NEC 746A (Systems Administration) through the Alternate Award Package using a combination of education, certifications, and civilian experience which resulted in qualification and Navy savings of over $31,000, one Officer to publish two articles in the United States Naval Institute on the complexities in cyber effects planning within the Fleet environment, and four Sailors and Officers to execute PYTHON integration to reduce manpower spent gathering data and producing monthly reports. Outcomes include automated data scraping from message traffic, data manipulation for weekly and monthly reports and exploration of pattern of life analysis tools to enable more efficient operations. All efforts resulted in increased lethality to deter and defeat aggression by major powers across all domains and levels of conflict.
Obligated to develop individual potential of Sailors and Officers to maximum extent possible and to shape and influence all aspects of their lives, Commander Selle exhibited leadership of the highest caliber through set standards and accountability, demonstrated by a 95% retention rate, one Prospective Senior Enlisted Leader (PSEL) certification, one Enlisted Professional Development completion, four qualified Navy Reserve Augment Unit Commanding Officer And Officer-In-Charge (NRAU CO/OIC) Qualification Program 2N1, five Information Warfare Officers (IWO), two Enlisted Information Warfare Specialists (EIWS), two Primary Professional Military Education (PPME/Senior Enlisted Joint Professional Military Education (SEJPME) qualifications, sponsorship of 23 on-boarded Sailors and Officers, advancement rates of 20% above Fleet average to include two Meritorious Advancement Program-Reserve (MAP-R), one Direct Commission Officer (DCO) and one Chief selection; individual selections for one Readiness Center (REDCEN) San Diego Junior Sailor of the Quarter (JSOQ), one Blue Jack of the Quarter, one CNIFR Blue Jacket of the Quarter nomination, one Sailor of the Quarter (SOQ), and three command-level awards.
Commander Selle's consistently superb professional performance combine with her untiring efforts and commitment to the Navy has resulted in a significant impact to daily operations and long-term excellence of C3F. Her many exceptional examples of dedication, devotion, and achievement provide an example to others to emulate. She has served with distinction and is extremely deserving of the recognition afforded by the Meritorious Service Medal. The distinctive accomplishments of Commander Selle reflect great credit upon herself, the United States Navy, and the Department of Defense.
