SN WILMA SOCKPUPPET'S SUPERIOR PERFORMANCE LED TO THE COMPLETION OF 88 GUN MAINTENANCE ACTIONS TOTALING 1,600 MAN-HOURS. (DURING HER TENURE OR SPECIFIED PERIOD), SHE PARTICIPATED IN 200 MAN-HOURS AS QUALIFIED CRANE RIGGER, SIX LCU, FOUR SMALL BOATS, FOUR LCAC LAUNCH AND RECOVERIES, AND FOUR UNDERWAY REPLENISHMENTS. MERITORIOUS SERVICE WHILE SERVING AS CRANE RIGGER FOR NAVAL FACILITIES ENGINEERING COMMAND (NAVFAC), HAWAII FROM APRIL 2018 TO SEPTEMBER 2021. DURING THIS PERIOD, PETTY OFFICER BARNEY RUBBLE PERFORMED HIS DEMANDING DUTIES IN AN EXEMPLARY AND HIGHLY PROFESSIONAL MANNER. HE FLAWLESSLY PERFORMED 1,234 CRANE LIFTS SUPPORTING THE SEVENTH FLEET AND 234 TENANT COMMANDS STATIONED ON JOINT BASE PEARL HARBOR-HICKAM. HIS EFFORTS ACCOUNTED FOR 700 MAN-HOURS AND SAVED THE NAVY MORE THAN SEVENTY THOUSAND DOLLARS IN CONTRACTED LABOR COSTS. PETTY OFFICER BELFORD CONSISTENTLY PERFORMED HIS DEMANDING DUTIES IN AN EXEMPLARY AND HIGHLY PROFESSIONAL MANNER. DEMONSTRATING OUTSTANDING COMPETENCE, HE PLANNED, COORDINATED AND EXECUTED THE USS BOISE (SSN 764) CONTINUOUS MAINTENANCE AND INCREMENTAL AVAILABILITIES RESULTING IN THE COMPLETION OF 345 JOBS TOTALING 3700 MAN DAYS OF PRODUCTION WITH A BUDGET OF $456,000. FURTHER, AS THE SONAR SHOP LEADING PETTY OFFICER, HE LED 45 SAILORS THROUGH MORE THAN ONE HUNDRED EXHAUSTIVE SUBMARINE SAFETY AND PROCESS SCHOOLS, ENABLING EFFECTIVE COMBAT SYSTEMS SUPPORT OF 23 SUCCESSFUL PIER SIDE AVAILABILITIES. ADDITIONALLY, HE REVIVED THE COMMAND'S EMBARKATION PROGRAM, LEADING TO THE COORDINATION AND MOVEMENT OF 234 PERSONNEL AND 86,640 POUNDS OF GEAR ACROSS FOUR NAVAL BEACH GROUP COMMANDS IN SUPPORT OF FIVE MULTI NATIONAL JOINT LOGISTICS OVER-THE-SHORE AND MARITIME PREPOSITIONING FORCE EXERCISES. DURING THIS PERIOD, PETTY OFFICER CHARLES PROVIDED EXTRAORDINARY LEADERSHIP TO 58 PERSONNEL, KEEPING A RELENTLESS FOCUS ON PROFESSIONAL DEVELOPMENT, AND QUALIFYING 80 JUNIOR SAILORS IN UNDERWAY WATCHES AND 14 CRANE OPERATORS, 25 CRANE SIGNALMEN, AND FOUR MASTER HELMSMEN. ADDITIONALLY, AS REPAIR PARTS PETTY OFFICER, HE ORDERED AND TRACKED OVER $350,000 OF MISSION ESSENTIAL EQUIPMENT FOR FORT MCHENRY'S INSURV, MOB-S, AMW, SAR, AND AVIATION CERTIFICATIONS. MOREOVER, AS DECK DEPARTMENT COMMANDER, HE FACILITATED 110 CAREER DEVELOPMENT BOARDS, 13 REENLISTMENTS, THE HIGHEST RETENTION RATE ONBOARD, AND 60 CAREER WAYPOINT APPLICATIONS, WITH AN 85 PERCENT APPROVAL RATE. FINALLY, IN THE ABSENSE OF THE CCC, HE MANAGED THE COMMAND'S CAREER WAYPOINT SYSTEM SO THAT NO SAILOR MISSED AN OPPORTUNITY.
