HE ALSO COMPLETED TASKS NORMALLY ASSIGNED TO BASE FACILITIES, CREATING DESTRUCTIVE WEATHER RECOVERY PLANS THAT ESTABLISHED THE FOUNDATION FOR FUTURE BASE RECOVERY OPERATIONS AND WAS IMPLEMENTED AS THE DIVISION'S PLAN FOR HURRICANE RELIEF EFFORTS. ANSWERING THE CALL DURING A CATEGORY FIVE HURRICANE, PETTY OFFICER EXLEY SELFLESSLY AND FEARLESSLY TOOK CONTROL ONBOARD USS DETROIT AS CASCADING FAILURES OF CRITICAL MOORING LINES CAUSED THE SHIP TO DANGEROUSLY LOSE POSITION ALONG THE PIER. DESPITE WIND SPEEDS OF GREATER THAN 80 MILES PER HOUR AND HORIZONTAL RAIN, HE SAFELY AND EXPEDITIOUSLY REPOSITIONED OVER 2,000 FEET OF LINES AND PREVENTED CATASTROPHIC DAMAGE TO THE SHIP AND CREW. HIS FOCUSED EFFORTS AND BOLD LEADERSHIP RESTORED TWO RED-LINE ITEMS IN LESS THAN TWO HOURS AND ALLOWED USS MAYPORT (LPD-126) TO SORTIE ON TIME AND AVOID THE DAMAGING CAT 5 HURRICANE. LEADING UP TO AND DURING THE STORM, HE MAINTAINTED SITUATIONAL AWARENESS IN THE RESTRICTED WATERFRONT AREA, REPORTING ALL INCIDENTS TO THE EMERGENCY OPERATIONS CENTER. HE ALSO RESPONDED TO MULTIPLE LEAKS IN THE BUILDING, PREVENTING SEVERE DAMAGE TO THE BUILDING AND CRITICAL EQUIPMENT. ADDITIONALLY, HE RESPONDED TO A CLASS CHARLIE FIRE CAUSED BY ELECTRICAL PROBLEMS THE MORNING AFTER THE STORM ENSURING THAT ALL NECESSARY ACTIONS WERE TAKEN AND ALL PERSONNEL WERE SAFELY EVACUATED FROM THE PORT OPS BUILDING, PREVENTING INJURIES, CASUALTIES, AND LOSS OF MISSION CAPABILITY. PETTY OFFICER CUCCINIELLO'S EXCEPTIONAL ABILITY, PERSONAL INITIATIVE AND TOTAL DEDICATION TO DUTY REFLECTED GREAT CREDIT UPON HIMSELF AND WERE IN KEEPING WITH THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.
