SERGEANT MARINE HELPED COORDINATE NUMEROUS OFFICIAL FUNCTIONS INCLUDING PARADES, CEREMONIES, SPECIAL EVENTS, INTERNATIONAL TRIPS, SPEAKING ENGAGEMENTS, DINNERS, SYMPOSIUMS, AND GIFT EXCHANGES INVOLVING SENIOR CIVILIAN AND MILITARY OFFICIALS OF THE UNITED STATES AND FOREIGN NATIONS. SERGEANT MARINE CONTRIBUTED IMMEASURABLY TO THE SUPERB REPUTATION OF THE MARINE CORPS AND THE DIGNITY OF THE OFFICE OF THE COMMANDANT WHICH SHE SO FAITHFULLY SERVED. SERGEANT MARINES'S EXCEPTIONAL PROFESSIONALISM, UNRELENTING PERSEVERANCE, AND LOYAL DEVOTION TO DUTY REFLECTED CREDIT UPON HER AND WERE IN KEEPING WITH THE HIGHEST TRADITIONS OF THE MARINE CORPS AND THE UNITED STATES NAVAL SERVICE.




PETTY OFFICER FIRST CLASS DOROTHY O. TALMADGE DISTINGUISHED HERSELF BY PROFESSIONALLY AND EFFICIENTLY LEADING HER PROTOCOL SECTION TO MEET A DIVERSE ARRAY OF RESPONSIBILITIES AT A VARIETY OF SITES ONBOARD CAMP LEMONNIER AND DJIBOUTI CITY IN PREPARATION FOR AND EXECUTION OF SECRETARY OF DEFENSE LLOYD J. AUSTIN III'S VISIT WITH U.S. SERVICE MEMBERS DEPLOYED TO CAMP LEMONNIER, DJIBOUTI ON SEPTEMBER 25, 2023. DURING THE WEEKS LEADING UP TO THE VISIT, SHE DEVOTED COUNTLESS HOURS TO PLANNING AND ARRANGING EQUIPMENT, MANPOWER, TRANSPORTATION, AND BILLETING FOR THE SECRETARY'S THREE AIRCREW TEAMS, AND FOR THE SET UP BEFORE AND BREAKDOWN AFTER THE ENGAGEMENT. HER LEADERSHIP WAS INDISPENSABLE TO THE SUCCESS OF THIS HIGH PROFILE OPERATION AND REFLECTED THE ADAPTIVE CHARACTERISTICS OF THE NAVY PETTY OFFICER AND THE CAMP LEMONNIER MISSION MINDSET. FINALLY, HER UNMATCHED DEDICATION TO THE MISSION DIRECTLY CONTRIBUTED TO THE SUCCESSFUL EXECUTION OF CAMP LEMONNIER'S PROTOCOL OPERATION. PETTY OFFICER TALMADGE'S EXCEPTIONAL PROFESSIONALISM, UNRELENTING PERSEVERANCE, AND LOYAL DEVOTION TO DUTY REFLECTS GREAT CREDIT UPON HERSELF AND WERE IN KEEPING WITH THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE AND THE DEPARTMENT OF DEFENSE.




MERITORIOUS SERVICE WHILE SERVING AS PROTOCOL LEADING PETTY OFFICER TO THE CHIEF OF NAVAL OPERATIONS AND THE STRATEGIC ACTIONS GROUP FROM FEBRUARY 2017 TO MARCH 2021. DURING THIS PERIOD, PETTY OFFICER SAILOR PROVIDED OUTSTANDING SUPPORT TO THE CHIEF OF NAVAL OPERATIONS AND HIS IMMEDIATE STAFF. SHE COORDINATED AND PLANNED MORE THAN 650 NAVY HOSTED EVENTS CRITICAL TO FOSTERING DOMESTIC AND INTERNATIONAL RELATIONSHIPS WITH JOINT SERVICES, FOREIGN HEADS OF NAVIES, AND SENIOR GOVERNMENT OFFICIALS WHILE FLAWLESSLY MANAGING MORE THAN 10,000 DOLLARS IN OFFICIAL REPRESENTATION FUNDS. ADDITIONALLY, SHE ENSURED THE FLAWLESS PROCESSING OF A CONTINUOUS FLOW OF EXECUTIVE LEVEL CORRESPONDENCE, POLICY DOCUMENTS, TASKERS, AND NAVAL MESSAGES THAT HAD AN IMMEDIATE AND DIRECT IMPACT ON THE NAVY. SHE SUPERVISED FOUR SAILORS IN THE COMPLETION OF MORE THAN 150 TIME-SENSITIVE EXECUTIVE AND CONGRESSIONAL LEVEL TASKERS AND PROCESSED MORE THAN 300 PIECES OF EXECUTIVE LEVEL CORRESPONDENCE. FURTHER, SHE MANAGED THE TRAVEL BUDGET AND OVERSAW THE TRAVEL REQUIREMENTS FOR 75 COMPLEX AND INTERNATIONAL FLEET ENGAGEMENTS, AND ENSURED THE SUCCESSFUL EXECUTION OF THREE PLENARIES AND 30 EXECUTIVE PANEL MEETINGS CONTRIBUTING IMMEASURABLY TO ADVANCING THE CHIEF OF NAVAL OPERATIONS' PRIORITIES. PETTY OFFICER SAILOR'S EXCEPTIONAL PROFESSIONALISM, UNRELENTING PERSEVERANCE, AND LOYAL DEVOTION TO DUTY REFLECTS GREAT CREDIT UPON HERSELF AND WERE IN KEEPING WITH THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE AND THE DEPARTMENT OF DEFENSE.
