PETTY OFFICER COLEMAN CONSISTENTLY PERFORMED HIS DEMANDING DUTIES IN AN EXEMPLARY AND HIGHLY PROFESSIONAL MANNER. DEMONSTRATING EXCEPTIONAL LEADERSHIP AND TECHNICAL SKILL, HE COMPLETED 345 TECHNICAL WORK DOCUMENTS FOR SELF-CONTAINED BREATHING APPARATUS AND CYLINDER RECERTIFICATIONS, AS WELL AS 23 WATERTIGHT DOOR ASSESSMENTS AND REPAIRS ONBOARD ATLANTIC FLEET SHIPS. PETTY OFFICER SCHMIDT DISPLAYED SUPERB LEADERSHIP SKILLS AND TECHNICAL ACUMEN WHILE TRAINING JUNIOR DAMAGE CONTROLMAN IN MAINTAINING, TROUBLESHOOTING, AND REPAIRING DAMAGE CONTROL SYSTEMS VITAL TO THE SHIP'S SURVIVABILITY. PETTY OFFICER SCHMIDT LEAD 10 JUNIOR SAILORS IN THE COMPLETION OF 24,013 PMS CHECKS DURING THE 2014 WESTERN PACIFIC DEPLOYMENT LEADING TO AN OVERALL COMPLETION RATE OF 98%. HE ALSO ORGANIZED AND LEAD ER04 IN THE REPLACEMENT OR REPAIR OF 7 SOLENOID OPERATED PILOT VALVES ENSURING THE OPERATIONAL READINESS OF THE SHIP'S AFFF SYSTEM. PETTY OFFICER SCHMIDT'S EXCEPTIONAL PROFESSIONALISM, UNRELENTING PERSEVERANCE, AND LOYAL DEVOTION TO DUTY REFLECTED CREDIT UPON HIMSELF AND WERE IN KEEPING WITH THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.




DAMAGE CONTROLMAN NELSON DISTINGUISHED HIMSELF AS THE ENGINEERING DEPARTMENT DAMAGE CONTROL LEADING PETTY OFFICER IN USS MUSTIN (DDG 89) FROM XXXXXXXXXX TO XXXXXXXXXX. HE EXECUTED HIS DUTIES SUPERBLY AND CONSISTENTLY MET THE TOUGHEST CHALLENGES HEAD-ON REGARDLESS OF SCOPE OR COMPLEXITY. HIS DYNAMIC LEADERSHIP AND PERSONAL COMMITMENT HAD MAJOR IMPACTS ON MUSTIN'S ABILITY TO SUSTAIN A HIGH STATE OF ENGINEERING AND PERSONNEL READINESS WHILE MEETING COMPLEX REAL WORLD MISSION REQUIREMENTS. AS DCTT COORDINATOR, HE PREPARED, COORDINATED, SUPERVISED AND EXECUTED MORE THAN 40 DAMAGE CONTROL DRILLS, LEADING 15 DAMAGE CONTROL TRAINING TEAM MEMBERS, 3 DUTY SECTIONS, THE AT-SEA FIRE PARTY, AND CRASH AND SALVAGE TEAM IN THE DAMAGE CONTROL MISSION, MAINTAINING READINESS AND ENSURING THE ABILITY TO RESPOND TO ANY EMERGENCY. ADDITIONALLY, HE COORDINATED THE TRAINING OF MUSTIN'S CONDITION I AND CONDITION II DC WATCH TEAMS TO ACHIEVE AND MAINTAIN A HIGH LEVEL OF PROFICIENCY IN ALL WARFARE AREAS, RESULTING IN DCTT AND WARFARE MISSION CERTIFICATION DURING EOC WITH AN OVERALL FIREFIGHTING SCORE OF 98%. MERITORIOUS SERVICE AS LEADING CHIEF PETTY OFFICER FOR REPAIR AND DAMAGE CONTROL DIVISIONS FOR THE USS NASSAU LHA 4 FROM JUNE 2011 TO NOVEMBER 2012. CHIEF MUELER'S FORESIGHT AND CLOSE SUPERVISION WAS DIRECTLY RESPONSIBLE FOR A HIGHLY SUCCESSFUL INSURV WHICH WAS GRADED "WELL ABOVE AVERAGE". HIS EFFORTS IN ORCHESTRATING THE CLOSE OUT OF 125 SPACES AND OFF LOADING 1.5 MILLION DOLLARS WORTH OF CBR GEAR WAS ESSENTIAL TO THE DECOM. IN ADDITION, HE OVERSAW THE SALVAGE, TESTING, AND DELIVERY OF 1 MILLION DOLLARS IN REPAIR LOCKER GEAR TO SURFLANT FOR REUSE ON OTHER DEPLOYABLE COMMANDS SAVING COUNTLESS HOURS AND FUNDS. CHIEF MUELER'S EXCEPTIONAL PROFESSIONALISM, UNRELENTING PERSEVERANCE, AND LOYAL DEVOTION TO DUTY REFLECTED CREDIT UPON HIMSELF AND WERE IN KEEPING WITH THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.




Damage Controlman First Class Petty Officer Herrarte distinguished himself as the Engineering Department Damage Control Leading Petty Officer in USS MUSTIN (DDG 89) from May 2015 to April 2018. He executed his duties superbly and selflessly while serving as part of U.S. Seventh Fleet's permanently forward deployed naval forces, consistently meeting the toughest challenges head-on regardless of scope or complexity. His dynamic leadership, energizing presence, and personal commitment to technical mastery and sailor development had major impacts on MUSTIN's ability to sustain a high state of engineering and personnel readiness while meeting complex real world mission requirements, further enhancing MUSTIN's reputation as the premier multi-function platform in the U.S. Seventh Fleet area of responsibility. His specific accomplishments include:

GOLD STANDARD LEADER! He flawlessly executed his duties as Repair Division acting LPO, expertly leading and mentoring 2 First Class Petty Officers and 18 junior sailors. DC1 Herrarte's outstanding mentorship, proactive leadership, meticulous administration, and diligent communication, demonstrated to his sailors how to work hard and balance life: he gives meaningful reports and planned proactively in the performance of his duties and always looked out for junior sailors. His mentorship achieved 6 reenlistments, 12 CDBs, 8 NAM's, 2 sailor of the month, 4 snipes of the month, and facilitated Damage Control indoctrination for all new embarked personnel. His tremendous leadership raised technical knowledge and procedural compliance department-wide to include eye-watering scores during Engineering operational certification. DC1's sound judgement was sought out daily by every member of MUSTIN's nation, he personally trained and mentored sailors to achieve the highest levels of excellence which was reflected during MCI inspection cycle, supervised over 30 sailors for repair division in the preservation and renovation of 27 fan rooms, completed the installation, testing, and restoration of the new IPDS-LR system, conducted over 627 hours of repairs to include 147 discrepancies, 2 HPBACSs, 3 EBACs, 3 P-100s, counter measure wash down sprinkler system, and the halon system, overhauled 4 check valves for main and secondary drainage, 2 hycheck valves and 7 SOPV's for the AFFF system, and completed a full inventory of 4 repair lockers and 5 engineering space kits with 100% accountability, and coordinated 94 material checks for TMI and MCI which resulted in a calculated TYCOM INSURV figure of merit of 0.85 manage. During the Mob-e 1.4 and EOC, supervised the maintenance of all installed and portable Damage Control equipment, leading the Damage Control repair locker 5 as repair locker leader to directly contribute towards MUSTIN's seamless execution of a main space fire drill lauded by senior EOC assessors as "varsity level", and "best I have ever seen". Thanks to his meticulous attention to detail, and great training his workcenter was evaluated during 3M 1.4 assessments, where he executed an entire administrative overhaul of ER04 work center and conducted critical spot check training, scoring an unprecedented 94.18%.

OPERATIONALLY FOCUSED! DC1 Herrarte's subject matter expertise and dedication to training have made MUSTIN's Engineering Department and Repair Division the standard by which others are measured. He exemplifies the spirit of strict procedural compliance essential to the maintenance and operation of today's complex and diverse propulsion and auxiliary systems. He led repair division through 1 CMAV, 1 engineering certification, 1 type commander material inspection, and an FDNF training availability 1 3M inspection.

MASTER ENGINEER WITH COMMAND-WIDE IMPACT! In addition to his duties as Repair Division LPO, DC1 Herrartel also maintained his role as Engineering Department training manager, coordinating and scheduling, and completing valuable departmental and divisional training. As Command Recreational of duty Safety Officer, provided biannual training to the entire command, during the command safety stand-down for ORM and traffic and recreational of duty safety. And provided training for all new safety officers. Leading ACFL, administered innumerable PRTs, during 6 cycles, and CPO 365 phase 1 CPO for USS CONNECTICUT leading 10 FCPOs in organizing training events, Attended all meetings. DC1 Herrarte's leadership and involvement extends outside the command, in Yokosuka, Shimoda during the black ship festival, Korea, Hong Kong, Guam, Vietnam, Sapporo, he participated in comrel project in every port visit from the middle schools, orphanages, sport events, senior citizen, kid hospital, ice festival, always contributing to the social well-being of others and representing MUSTIN's Nation in their best.

INNOVATIVE TACTICIAN/TRAINER! As DCTT coordinator, prepared, coordinated, supervised and executed more than 32 Damage Control drills, leading 18 Damage Control Training Team members, 3 repair lockers, 3 duty sections, the at sea fire party, and Crash and Salvage Team in the art of Damage Control, keeping and reassuring the readiness in the ship's Damage Control capabilities to respond to any casualty. He coordinated the training of MUSTIN's condition I and condition II DC watch teams to achieve and maintain a high level of proficiency in all warfare areas, resulting in DCTT and warfare mission certification during EOC with an overall firefighting score of 97%, directly resulting in MUSTIN's engineering operations certification of 2017. DC1 Herrarte is a presence throughout the command particularly on the deck plates. His knowledge of Damage Control is evident as he led MUSTIN's Damage Control Training Team, a job usually conducted by Damage Control chief.

CONTINUOUS IMPROVEMENT! Looking for ways to enhance his value to the navy DC1 Herrarte strives for opportunities to improve constantly improving on tasks, including sponsorship making him better and planning and communicating, improving upon him as a better leader. DC1 Herrarte completed all their DC qualification, including MTT member, completed all 3m qualifications, completed all engineering in port qualification as EDO, hand selected to be accepted for the air warfare qualification program, and completed in record time, gain his third good conduct award and during assignment DC1 herrarte has been recognized with three NAM's. and senior sailor or the first quarter 2017 for DESRON 15. An ideal 7th Fleet sailor, po1 herrarte is quick to render military customs and courtesy at all times, giving an example for junior sailors to emulate, not only leading by example he provides sailors with immediate feedback when they lack the highest military bearing. He defines the word "U.S. Navy sailor" in every sense of the word. He is an example to his juniors and finds time to improve his fitness, working out after work.

He makes those around him standout in performance and maintaining professionalism. There seems to be no limit to DC1 Herrarte's willingness to accept more responsibility and put himself in positions of leadership within the navy, command, watch team, department, and division. In the time he has been here he has become an excellent leader and sailor as well as the subject matter expert in damage control.

Petty officer Herrarte has served MUSTIN faithfully as a true pillar of command leadership! His leadership, care, professionalism, and complete dedication to duty have been critical factors in MUSTIN's mission success. His expert mentorship has had a highly positive impact on the lives and careers of sailors throughout MUSTIN. His significant achievements have enhanced MUSTIN's sterling material and operational reputation throughout the Seventh Fleet. As DC1 Herrarte's dedicated, honorable, and highly accomplished tour in MUSTIN draws to a close, his wise judgment, sound character, and total commitment to exceeding the traditional call of duty make him deserving of the distinct recognition afforded by the awarding of the navy and marine corps commendation medal.
