Cryptologic Technician - Interpretive (CTI)

- EXPERT TECHNICIAN. Deployed for 220 days, accruing 585 flight hours on over 40 combat rated sorties in support of Operations ODYSSEY RESOLVE and JUNIPER SHIELD. Produced 416 time-sensitive reports, providing critical intelligence for tactical and National decision makers in the FIFTH and SIXTH FLEET Areas of Responsibility while on Temporary Flight Orders (TFO). Qualified Aft-Observer, SPECOP, Senior Operator, and Supervisor within one year! Exceeded TFO expectations and fulfilled critical manning shortfalls for ACDSE ops.
- DEVOTED LEADER. Led eight Sailors to process 246 special pay, SRC, and awards correspondence, submit daily muster reports, maintain DORs and SMRs for a 52 Sailor Department. Dedicated over 175 hours of cryptologic and aviation training for nine Sailors from two Commands leading to 10 positional qualifications and Command designations.
- NAVY REPRESENTATIVE. Dedicated 24 hours towards Command Class II swim tests as 1 of 2 qualified Class I swim instructors in the Command. Created a NIOC Georgia Color Guard JQR and dedicated over 50 hours to train new members and support nine ceremonial events.
- Scored 2/2 on 2019 MSA DLPT; primary assigned language.

PROLIFIC SPECIALIST. -CTI3 led numerous watch teams in the prosecution of 800,000 signals of interest, resulting in the release of 700 time sensitive reports providing critical I&W to forward deployed units & tactical Commanders operating in the FIFTH Fleet AOR; contributed to five high-value product reports and 11 Information Needs (IN) focused on target activities, clandestine operation planning, and future intelligence publications; provided essential reach-back support to forward deployed units for more than 200 chokepoint transits.
DEVELOPS PEERS. -Facilitated 600 hours of mission training for 24 Sailors resulting in the successful qualification of 13 Basic Operators, 5 Supervisors, and 5 Senior Operators. Developed a capabilities brief for CENTCOM J2, ensuring a comprehensive common operating picture of the FIFTH Fleet AOO and improved dynamic relations with upper echelon CENTCOM leadership.
COMMUNITY LEADER. -Accrued 140 volunteer hours while serving with Augusta Habitat for Humanity, CSADD, Crows Nest, and True North Church. Improved NIOC GA morale by participating in Thanksgiving for the Crew and the Army's 248th Birthday Formation Run.




- EXCEPTIONAL MANAGER. Instrumental in establishing the Command Language Program; facilitated the language training and testing of 33 linguists. Achieved 99% compliance with DoD training requirements and 100% DLPT exceeding standards.




Petty Officer Reynolds exceeded expectations by volunteering for two temporary duty assignments onboard a United States Pacific Fleet Combatant in direct support of the gaining command, NIOC Hawaii, Direct Support Element. In addition to providing invaluable linguistic support to the mission on both occassions, Petty Officer Reynolds set the standard for the entire Direct Support Program by tirelessly working to complete the rigorous submarine qualification program during his first mission. During his second voluntary assignment, Petty Officer Reynolds led the way in establishing communication between the Active Duty component and the supporting Reserve unit in order to make the process for Reserve sailors completing the Enlisted Information Dominance Warfare Specialist program more orderly.

Over the past 3 years, CTI1 Reynolds contributed over 100 hours of personal time to meet the berthing and supply needs of shipmates. His efforts averted 17 berthing emergencies and ensured problem-free provision of berthing and meals for unit members with 99% effectiveness.




Served as an in-rate instructor for 5 Sailors and facilitated the full qualification of 7 Sailors as Aft Observers, Special Operators, and Basic Operators. Authored a new 9HEB BOP JQR and the first 9HEB SOP JQR for forward deployed operators which enhanced mission readiness rating-wide. As Training LPO, ensured all personnel were assigned training programs, mentors, JQRs, and appropriate study guides and other materials to allow for the timely and efficient qualification of 9 sailors.




Hand selected linguist by Seventh Fleet Enforcement Coordination Cell, CTIC Chang was instrumental in leading a 4-man Linguist team onboard USS Blue Ridge and USS McCampbell that managed 2700 hours of Mandarin and Korean interpretation critical to INDOPACOM mission accomplishment. His experience and guidance directly impacted the safe navigation of Blue Ridge and McCampbell through the Taiwan Straits, the Tsushima Straits, and through 2 Freedom of Navigation Operations at the Paracel Islands and in the vicinity of Peter the Great Bay, Russia.
- EXCEPTIONAL LEADER. During his time onboard USS McCampbell, he volunteered to assume the duties of Repair Division LCPO where he reestablished the Basic DC training and Fire Marshall program; completely overhauled the culture of R division in a short time onboard and was an advocate for his Sailors in the Mess and up the Chain of Command.
