The Legislative Fellows program provides a unique opportunity for Senior Enlisted Leaders to be on the frontlines of legislative efforts that will directly impact every aspect of the Department of War (DOW) and the Nation. Throughout my naval career, I have had opportunities to see how policy can have a prolific or devastating effect on our country. In my role as a Direct Support submarine team member, it was imperative that I had a great deal of understanding of policies, Rules of Engagement (ROE), geopolitical conditions, and operation scheme of maneuver. In my current role, I serve with Commander, Navy Installations Command (CNIC) as the Senior Enlisted Advisor for Counter- Unmanned Systems (C-UxS). My team and I continue to shape the global ashore defense posture and readiness against C-UxS threats through policy. CNIC operates with a joint interagency mindset focusing on current policies, geographic dispositions, and operational jurisdictions. In doing so we afford ourselves and our partners better efficiency and effective across the C-UxS domain. A direct example of this is our installation's relationship with State, Local, Tribal and Territorial (SLTT) and host nation organizations through their usages of interagency and international agreements.

With stakeholder engagement between CNIC, Federal Aviation Administration (FAA) and Spectrum Management Offices we were able to identify gaps and seams in C-UxS policies and law. This allowed my team to develop a new Naval ashore C-UxS Program Manual that codifies a framework for implementation for C-UxS activities. Through coordination with NETC we were able to establish the first C-UxS Navy Enlisted Classification (NEC), further professionalizing the force and creating more robust warfighters.

Proven record of professionalism, sound judgment, and policy-focused execution. While serving as the N3 Operations Executive Assistant, I served as the program manager for operational taskers, policy directives, and senior leader engagements, routinely translating complex operational issues into clear, actionable information for decision-makers. I managed high-visibility requirements with precision, prepared comprehensive briefing materials, and ensured seamless alignment across multiple departments and higher headquarters, demonstrating the same rigor, responsiveness, and strategic awareness required in a legislative environment. My experience operating at the intersection of policy and operations has given me a deep understanding of how strategic decisions influence readiness and mission outcomes and am confident I will contribute meaningfully to the Fellow's legislative mission.
