1. I am honored to provide my strongest possible recommendation for Ensign Vincent S. Cortorillo for selection to the 2026 Fall Internship Program. Ensign Cortorillo is an exceptional naval officer whose performance, leadership, and operational acumen distinguish him as one of the most capable junior officers I have observed. His proven record of excellence, combined with his unique operational background and demonstrated financial stewardship, make him ideally suited for this highly competitive program.
2. Ensign Cortorillo's performance aboard USS DWIGHT D. EISENHOWER (CVN-69) has been nothing short of exemplary. Immediately upon reporting, he was entrusted with significant responsibility, serving concurrently as the S-13 Division Officer and the Planned Incremental Availability (PIA) Project Manager for the entire Supply Department during a critical maintenance phase. His leadership was instrumental in aligning departmental objectives, synchronizing cross-functional efforts, and driving the ship toward a fully surge-ready posture.
3. When assigned to lead S-5, Ensign Cortorillo again exceeded expectations. He rebuilt the program from the ground up, revitalizing supply and habitability operations with measurable, Fleet-impacting results. Through proactive engagement and resourceful financial management, he secured over $2.2 million in refurbishment funding for staterooms and passageways, resulting in 99 percent of stateroom and livability spaces being restored to TYCOM standards. This level of initiative and fiscal stewardship is extraordinary for an officer at his career stage and directly reflects his aptitude for financial management roles within NAVAIR.
4. Ensign Cortorillo brings a rare and operationally valuable background as a former USAF MQ-9 Sensor Operator, with over 800 combat hours supporting assault and special mission warfare-adjacent operations. His firsthand experience in ISR integration, joint mission execution, and precision strike support provides him with a deep understanding of the operational imperatives that drive acquisition, budgeting, and programmatic decision-making. This operational insight, combined with his Supply Corps expertise, positions him uniquely well to contribute meaningfully to financial planning, resource allocation, and program execution within the Anti-Submarine Warfare, Assault & Special Mission portfolio.
5. I cannot overstate the value that the Fleet will gain from his selection. I strongly and unequivocally recommend Ensign Vincent S. Cortorillo for the 2026 NAVAIR Financial Management Internship Program. His continued development is in the best interest of the United States Navy.
