Surgemain Evals

Augments Naval Shipyard Personnel with qualified journeymen-hull, mechanical, and electrical tradesman who conduct depot-level maintenance on aircraft carriers, surface ships, and submarines. Provides sailors with skills critical to shipyard operations.

-MISSION SUPPORT. As Regional N1 SEL, he mentored 9 Unit CO'S, 9 SELs and 13 unit representatives on proper RUAD management including holding 13 virtual trainings. His efforts resulted in 107 PRD Reapplies, 24 additional SurgeMain billets being filled, and 39 UMUIC Changes. ETCS was instrumental in the consolidation of 4 units with over 60 Sailors in order to comply with CNFRC's Fighting Instructions. He approved 21 SurgeMain applications yielding 9 new SurgeMain Journeyman qualifications. His Manpower and Recruiting efforts led to 333 more man-days of mission support each year for the region.
-COMMITED LEADER. As unit SEL, ETCS lead a unit of 111 Sailors which includes 2 SCPOs, 4 CPOs and 8 JOs. He performed 17 Career Development Boards, 38 Midterms, 34 evaluations submitted, 8 SOQ board nominations, and 7 FCPO record reviews. His commitment to his Sailors led to 2 Reserve Center SOQs, 3 JSOQs, 1 Central South SOQ, 11 advancements and 1 on-time Sailor Mobilization. His mentorship also led to 1 NAVSEA SOY finalist, 1 NCM awarded, 3 NAMs awarded, and 2 advancements to Chief Petty Officer. He was an FY22 CPO selectee sponsor and led two Capstone events resulting in 6 new CPOs pinned in November. ETCS has been key in the development of 2 new Chiefs while running one of the largest SurgeMain units in the Nation. He led his unit to 1290 days of Navy mission support with 653 man-days of shipyard support.

ETCS always exceeds expectations as a deckplate leader and has my highest recommendation for advancement!




Master Chief Chavez demonstrated sustained performance while serving as the Senior Enlisted Leader for Surgemain Wichita, ensuring Surgemain's mission is attained.

-Lead the forming and organization of a new Surgemain unit at NOSC Wichita. Was successful in the recruitment of 15 new members, most of whom were in the Operational Support Unit.

-Impressively orchestrated and conducted the commissioning and ribbon cutting ceremony for a newly formed Surgemain Unit. Countless rehearsals and time spent identifying the importance of the ceremony allowed for a successful commissioning ceremony that included the Chief of Navy Reserve Staff, Surgemain Regional and National Staff.

-Provided meritorious service to two separate shipyards, personally providing 44 man-days as the on-site leader in charge of junior Sailors assigned to the shipyard while on their Annual Training.

-He is an exceptional mentor to the Sailors in the unit and for his peers. During drill weekends, despite several competing demands, he always makes time to meet with his Sailors individually to listen, teach, and advise. Serving as President of the Chief Petty Officer Association, he actively mentors one Senior Chief and thirteen Chief Petty Officers, five of which are in his Surgemain chain-of-command.

-Exhibited unparalleled leadership by attending numerous leadership and management schools. He attended the Naval Reserve Management School in Little Creek, VA, and the Reserve Senior Enlisted Management School in New Orleans, LA. Through enhancing his leadership knowledge and skills, provided the most current information available to his Sailors and senior leadership.

Master Chief Chavez's leadership, professionalism and complete dedication to duty have been critical factors in the overall success of Surgemain Wichita. His noteworthy accomplishments and exemplary mentorship have resulted in positive impacts in both the lives and careers of Sailors throughout his command.
