I would like to nominate Commander Troy Bailey for the Navy and Marine Corps Commendation Medal for his exceptional dedication and meritorious service as the Project Superintendent for the Moored Training Ship SAM RAYBURN (MTS 635) FY22 Inactivation at Norfolk Naval Shipyard (NNSY) from October 2021 through March 2024.
During this time, Commander Bailey demonstrated extraordinary leadership of government civilians and management of a $134M budget. He exercised savvy judgment, displayed exceptional engineering and technical expertise, and distinguished himself to such a high degree that the award of a Navy and Marine Corps Commendation Medal is appropriate. His exceptional performance was directly responsible for achieving significant accomplishments in the following areas:
- Aggressively led the planning efforts for the first-time execution of a Moored Training Ship (MTS) inactivation. Commander Bailey coached 82 core project team personnel through the review and approval of the planning products that supported schedule validation, enabling on-time completion of the Final Review Estimate prior to the start of the inactivation availability.
- His spirited vision and comprehensive grasp of Project Management Fundamentals allowed him to skillfully oversee the planning and execution of 235,982 Man-Days of work with a budget of $134M while maintaining a 0.99 cost performance.
- He led the integration of the Reactor Servicing Project Team into the greater Inactivation Project Team based on a recent revision of the Manual for Control of Refueling. He provided dedicated Project Management Fundamentals training for Reactor Servicing Zone Managers, Assistant Project Superintendents, and the Deputy Project Superintendent to ensure consistency of planning efforts and facilitate the integration of the defueling effort into the overall inactivation network. This allowed Project meetings to be joint overhaul and reactor servicing meetings, significantly improving communication and coordination between the two executing entities.
- Despite several challenges encountered through planning and execution, the joint overhaul and Reactor Servicing Project Team was able to mitigate multiple potential schedule delays. Following two asbestos spills, the Reactor Compartment (RC) remained shut for 211 calendar days, preventing the progression of critical path work supporting fuel removal. Commander Bailey challenged his core team and leveraged both the nuclear and non-nuclear engineering departments to identify alternate work sequences to mitigate delays, resulting in plant breach being only 35 days late versus 211.
- He guided three Junior Officers through the completion of the Engineering Duty Officer Qualification Program (EDQP) and coached two additional Junior Officers through the initial stages of the EDQP and their Engineering Duty Officer Dolphin (ED Dolphin) qualifications. In this effort, he invested several hours of mentoring and training to share his personal experiences as a Submarine Officer assisting these ED Dolphin candidates through all facets of learning submarine maintenance and operations.
Commander Bailey's outstanding leadership skills and demonstrated superior performance made him an invaluable asset to Norfolk Naval Shipyard. His hard work and out-of-the-box thinking contributed to the outstanding project performance. His efforts directly supported the execution of nuclear fuel removal from the MTS SAM RAYBURN, ultimately supporting the US Navy's number one priority - delivering the COLUMBIA Class Ballistic Missile Submarine. Commander Bailey is truly worthy of the recognition afforded by award of the Navy and Marine Corps Commendation Medal.
The personnel of the Submarine Surveillance Equipment Program and Data Reduction Center East demonstrated unparalleled professionalism and technical expertise throughout FY24, ensuring the operational readiness of the US Submarine Force. Their tireless dedication supported five Squadrons, three Regional Maintenance Activities, and two Group Commanders, encompassing 1,807 TAD days. They flawlessly executed twelve pre-deployment grooms and certifications, two surge deployments, and five critical Fleet Technical Assist visits. Their vital Acoustic Intelligence (ACINT) support proved essential for nine critical national security missions. Meticulously repairing 439 failed components, they achieved a 100% certification rate and ensured on-time deployments for Atlantic Fleet Submarines. Additionally, their vigilant analysis of eight Coordinated Submarine Radiated-Noise Analysis packages and eleven critical mission events identified and neutralized acoustic vulnerabilities. This crucial ACINT intelligence informed operational decisions and empowered Theater Commanders, safeguarding national interests. Their sustained superior performance, unwavering initiative, and steadfast dedication to duty reflect great credit upon themselves and the United States Naval Service.
MERITORIOUS SERVICE AS SENIOR OFFENSIVE DUTY OFFICER AND DYNAMIC TARGETING CHIEF IN THE 609TH COMBINED AIR OPERATIONS CENTER AT AL UDEID AIR BASE, QATAR FROM MMMM YYYY TO MMMM YYYY. LIEUTENANT COMMANDER XXXXXX WAS CRITICAL TO THE SUCCESS OF THE FIGHT AGAINST THE ISLAMIC STATE OF IRAQ AND SYRIA AND ONGOING OPERATIONS IN AFGHANISTAN. HIS LEADERSHIP OF 46 PERSONNEL INFLUENCED THE SUCCESSFUL EXECUTION OF 26,000 SORTIES, 45,000 FLIGHT HOURS, AND THE EFFECTIVE EMPLOYMENT OF 36,000 MUNITIONS. ADDITIONALLY, HE PROSECUTED 138 DYNAMIC TARGETS, RESULTING IN THE DESTRUCTION OF MORE THAN 900 OIL FACILITIES, COUNTLESS MILITARY WEAPONS AND EQUIPMENT, AND 144 ENEMY COMBATANTS. BY HIS UNSWERVING DETERMINATION, WISE JUDGMENT, AND COMPLETE DEDICATION TO DUTY, LIEUTENANT COMMANDER XXXXXX REFLECTED CREDIT UPON HIMSELF AND UPHELD THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.
WHILE SERVING AS LEADING CHIEF PETTY OFFICER AND MASTER AT ARMS ON THE STAFFS OF NAVAL SUBMARINE SUPPORT CENTER AND SUBMARINE SQUADRON SIX FROM MARCH 2011 TO FEBRUARY 2014. CHIEF PETTY OFFICER NOEL PROVIDED ASSISTANCE TO OVER 600 SAILORS TRANSITIONING TO GAINING COMMANDS OR BEING PROCESSED FOR ADMINISTRATIVE SEPARATIONS AND MANAGED THEM DURING THE EXECUTION OF ALL PIER SIDE MAINTENANCE, SUBMARINE UNDERWAYS, LANDINGS, AND BERTH SHIFTS. ADDITIONALLY, HE TRAINED THEM IN THE RIGGING FOR CEREMONIAL EVENTS, SAVING THE NAVY OVER $200,000 PER YEAR. HE WAS ALSO INSTRUMENTAL IN THE COMMAND BEING AWARDED THE PIPELINE MOVERS AWARD FOR 3 CONSECUTIVE YEARS DURING HIS TENURE. AS THE WATERFRONT TRAINING CENTER COORDINATOR, HE SCHEDULED HUNDREDS OF CLASSES TO PROVIDE NORFOLK AREA SUBMARINES, NORFOLK NAVY SHIPYARD (NNSY), AND NORFOLK SHIP SUPPORT ACTIVITY (NSSA) WITH ADEQUATE TOOLS TO TRAIN ACTIVE DUTY AND RESERVE SAILORS ON SEVERAL TOPICS TO MAINTAIN PROFICIENCY. FINALLY, AS COMMAND DAPA HE PROVIDED ASSISTANCE TO ALL SUBMARINES IN SQUADRONS 6 AND 8, PROVIDED VALUABLE INPUT TO THE COMMAND ON ALL DRUG AND ALCOHOL CASES, AND MENTORED OVER 200 FIRST TERM SUBMARINE SAILORS THROUGH DRUG AND ALCOHOL AWARENESS TRAINING. CHIEF PETTY OFFICER NOEL'S OUTSTANDING EFFORTS AND LOYAL DEVOTION TO DUTY REFLECTED GREAT CREDIT UPON HIMSELF AND UPHELD THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.
FOR MERITORIOUS SERVICE AS SSGN CMAV LANT EXECUTIVE OFFICER AND SENIOR ENLISTED LEADER FOR COMMANDER, SUBMARINE GROUP 10 FROM AUGUST 2018 TO OCTOBER 2021. CHIEF REDDING CONSISTENTLY PERFORMED HIS DUTIES IN AN EXEMPLARY AND HIGHLY PROFESSIONAL MANNER. HIS STEADFAST EFFORTS LED TO THE SUCCESSFUL INTEGRATION OF OVER 70 RESERVISTS INTO THE NAVY RESERVE AND THE SUBMARINE MAINTENANCE COMMUNITY. HIS DEVOTION TO THE TEAM AND REGULAR MENTORSHIP RESULTED IN DOZENS OF ADVANCEMENTS AND THE SELECTION OF MULTIPLE SAILORS INTO THE OFFICER AND CHIEF PETTY OFFICER RANKS. ADDITIONALLY, OVER THE COURSE OF HIS THREE-YEAR TENURE, HE LED THE FLAWLESS EXECUTION OF OVER 10,000 MAN-HOURS OF MAINTENANCE DURING 11 REFIT PERIODS AT TRIDENT REFIT FACILITY. HE MAINTAINED CONSTANT COMMUNICATION WITH WATERFRONT COBS TO ENSURE THEY UNDERSTOOD THE VALUABLE SUPPORT THAT THE NAVY RESERVE COMPONENT COULD PROVIDE. MOREOVER, TO ENSURE SMOOTH COORDINATION OF REFIT SUPPORT, CHIEF REDDING MET REGULARLY WITH COMSUBGRU 10 STAFF TO BE SURE SCHEDULES WERE SYNCHRONIZED AND THE BOAT WAS GETTING THE RIGHT SUPPORT AS SCHEDULED. AS A RESULT, SSBN FLEET READINESS TO EXECUTE THE NATION'S NUMBER ONE MILITARY PRIORITY OF STRATEGIC DETERRENCE WAS SUSTAINED AND IMPROVED. FINALLY, HIS LEADERSHIP STYLE AND EXPERTISE MADE HIM THE FIRST CHOICE TO FLEET-UP TO XO WHERE HE MAINTAINED RIGOROUS DAY-TO-DAY UNIT OPERATIONS AND 100% READINESS. CHIEF REDDING'S EXCEPTIONAL PROFESSIONALISM, PERSONAL INITIATIVE, AND LOYAL DEVOTION TO DUTY REFLECTED GREAT CREDIT UPON HIMSELF AND WERE IN KEEPING WITH THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.
FOR MERITORIOUS ACHIEVMENT WHILE SERVING AS COMSUBPAC SHIPYARD REPRESENTATIVE ASSISTANT ON THE STAFF OF COMMANDER SUBMARINE FORCE, PACIFIC FLEET FROM 13 MAY 2013 TO 11 SEPTEMBER 2016. LIEUTENANT KOERBER CONSISTENTLY PERFORMED HIS DEMANDING DUTIES IN AN EXEMPLARY AND HIGHLY PROFFESIONAL MANNER AND QUICKLY EARNED A REPUTATION AS THE GO-TO FOR THE MOST DIFFICULT TASKS. HIS REPUTATION FOR PROBLEM SOLVING, KEEN UNDERSTANDING OF SHIPYARD PROCESSES, AND ENFORCEMENT OF HIGH STANDARDS WAS RECOGNIZED BY BOTH SENIOR EXECUTIVE AND SENIOR SHIPYARD LEADERSHIP. HIS HIGH EXPECTATIONS FOR CLEANLINESS AND MATERIAL STANDARDS ALONG WITH HIS UNPARALELED ATTENTION TO DETAIL DURING SENIOR MANAGER WALKTHROUGHS ENSURED THAT ALL SHIPS WERE READY TO EXECUTE THEIR END GAME TEST PROGRAMS AND FOLLOW ON SEA TRIALS. AS A WATERFORNT LEADER AND MENTOR, HE PROVIDED ASSISTANCE TO SHIPS AT ALL LEVELS, FROM THE DECKPLATE TO THE WARDROOM. PRAISED BY BOTH THE CO OF THE USS BREMERTON AND THE SHIPYARD, HIS PROFESSIONAL COMPETENCE AND INDIVIDUAL INITIATIVE WERE INSTRUMENTAL IN THE TURN AROUND OF THE USS BREMERTON GETTING THEM BACK ON TRACK FOR FAST CRUISE. LIEUTENANT KOERBER'S DISTINCTIVE ACCOMPLISHMENTS, UNRELENTING PERSERVERENCE AND STEADFAST DEVOTION TO DUTY REFLECTED CREDIT UPON HIMSELF AND WERE IN KEEPING WITH THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.
