PROFESSIONAL ACHIEVEMENT IN THE SUPERIOR PERFORMANCE OF HER DUTIES WHILE SERVING AS ESO, MILPAY, AND GAINS SUPERVISOR FOR PERSONNEL SUPPORT DETACHMENT ROTA SPAIN FROM JULY 2016 TO AUGUST 2019. DURING THIS PERIOD, PETTY OFFICER RACHEL H. WILDER LED SIX SAILORS IN PROCESSING OVER 2,000 TOPS TRANSACTIONS, TO INCLUDE OVER 440 OHA'S, 470 TLA'S AND 600 GAINS, RESULTING IN A DISBURSEMENT OF 950,000 DOLLARS IN MILITARY PAY. ADDITIONALLY, SHE INITIATED PROCESS IMPROVEMENTS WHICH SIGNIFICANTLY ENCHANCED CUSTOMER SATISFACTION AND WORKCENTER EFFECTIVENESS, YIELDING AN OVERALL PAY TRANSACTION PERFORMANCE RATE OF 94.8 PERCENT. FURTHER, AS COMMAND CAREER COUNSELOR FOR 23 SAILORS, SHE SUCCESSFULLY AND SKILLFULY CONDUCTED NINE CDB'S, 13 CWAY APPLICATIONS, SIX OTIEP REQUESTS, AND EIGHT REENLISTMENT REQUESTS WITH FOUR OF THE EIGHT RECEIVING SRB INCENTIVES. BY HER EXCEPTIONAL ABILITY, PERSONAL INTIATIVE AND TOTAL DEDICATION TO DUTY, PETTY OFFICER WILDER REFLECTED CREDIT UPON HERSELF AND UPHELD THE HIGHEST TRADITONS OF THE UNITED STATES NAVAL SERVICE.
FOR PROFESSIONAL ACHIEVEMENT WHILE SERVING AS GAINS CLERK, TRANSACTION SERVICE CENTER (TSC) PENSACOLA, FROM FEBRUARY 2023 TO JANUARY 2026. DURING THIS PERIOD, PERSONNEL SPECIALIST WILLIAM WALLACE PROCESSED OVER 1,794 GAINS AND ASSOCIATED MILPAY TRANSACTIONS WITH 98% ACCURACY, PROVIDING CRITICAL FINANCIAL SUPPORT TO MORE THAN 1,200 SAILORS. HIS INNOVATION IN MANAGING NSIPS, SALESFORCE, AND OTHER SYSTEMS ACHIEVED A REMARKABLE 100% DATA ACCURACY RATE, FAR EXCEEDING NAVY STANDARDS, AND CONTRIBUTED TO EARNING THE 791F NEC. IN ADDITION, AS A TRAINER AND MENTOR, HE TRAINED 13 JUNIOR SAILORS, BOOSTING DEPARTMENTAL PRODUCTIVITY BY 40% AND SUSTAINING MISSION SUCCESS DURING HIGH OPERATIONAL TEMPO. FURTHER, AS SUICIDE PREVENTION COORDINATOR, HE LED MEANINGFUL MENTAL HEALTH INITIATIVES THAT IMPROVED COMMAND CLIMATE AND SAILOR READINESS.
