MERITORIOUS SERVICE WHILE SERVING AS REACTOR CONTROLS SECTION LEADING PETTY OFFICER AT NUCLEAR POWER TRAINING UNIT, BALLSTON SPA, NEW YORK FROM APRIL 2012 TO SEPTEMBER 2015. A SUPERB TECHNICIAN WITH AN UNMATCHED LEVEL OF KNOWLEDGE, ET1 COOPER SUPERVISED NUMEROUS COMPLEX REACTOR CONTROLS MAINTENANCE EFFORTS DURING MULTIPLE SHUTDOWN PERIODS, ENABLING THE PLANT TO FULLY MEET FOLLOW UP TASKINGS. IN ADDITION, HIS UNWAVERING DEDICATION, DECKPLATE LEADERSHIP AND NATURAL ABILITY TO INSPIRE SAILORS IMPROVED COMMAND PERFORMANCE THROUGH 13 CLASSES QUALIFYING 1,300 NUCLEAR OPERATORS. FURTHER, HE INSTILLED AN ESPRIT DE CORPS WHICH WAS FELT AND EMBRACED THROUGHOUT THE SECTION AND PRODUCED MULTIPLE JUNIOR SAILOR AND SAILOR OF THE QUARTER WINNERS AND THREE CHIEF PETTY OFFICER PROMOTIONS. PETTY OFFICER COOPER'S DISTINCTIVE ACCOMPLISHMENTS, UNRELENTING PERSEVERANCE AND STEADFAST DEVOTION TO DUTY REFLECTED CREDIT UPON HIMSELF AND WERE IN KEEPING WITH THE HIGHEST TRADITIONS OF THE UNITED STATES NAVY.




MERITORIOUS SERVICE WHILE SERVING AS A NUCLEAR ELECTRONIC TECHNICIAN THROUGHOUT HIS CAREER FROM MARCH 2002 TO JANUARY 2023 ON BOARD THE USS CHICAGO, USS SCRANTON, USS NEWPORT NEWS, AND USS SOUTH DAKOTA. PETTY OFFICER FIORE DISPLAYED EXCEPTIONAL TECHNICAL AND SUPERVISORY SKILLS WHILE SERVING AS REACTOR CONTROL SUPERVISOR DURING INITIAL INSTALLATION AND TESTING FOR ALL I&C EQUIPMENT WHILE PREPARING USS SOUTH DAKOTA FOR INITIAL CRITICALITY. DURING HIS CAREER HE PERFORMED NUMEROUS KEY REPAIRS TO REACTOR PLANT SYSTEMS ALLOWING HIS ASSIGNED SHIPS TO MEET SCHEDULES AND STAY ON MISSION DURING FIVE ARDUOUS DEPLOYMENTS. PERFORMING HIS DUTIES AS LPO AND ENGINEERING DEPARTMENT TRAINING ASSISTANT ONBOARD THE USS SOUTH DAKOTA DURING NEW CONSTRUCTION, HE HELPED LAY THE FOUNDATION FOR A NEW ENGINEERING DEPARTMENT TRAINING PROGRAM THAT ALLOWED THE DEPARTMENT TO MEET ALL CERTIFICATIONS AND FACILITATED AN ON-TIME DELIVERY. BY HIS NOTEWORTHY ACCOMPLISHMENTS, PERSEVERANCE, AND DEVOTION TO DUTY PETTY OFFICER FIORE REFLECTED CREDIT UPON HIMSELF AND UPHELD THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.




CHIEF COX EXECUTED OVER 700 HOURS OF COMPLEX CASUALTY INDICATION AND CONTROL TRAINING WHICH ENHANCED OPERATIONAL KNOWLEDGE OF FOUR AIRCRAFT CARRIER REACTOR DEPARTMENTS AND DRAMATICALLY IMPROVED FLEET READINESS. HIS TECHNICAL EXPERTISE WAS ESSENTIAL TO THE INSTALLATION AND CERTIFICATION OF TWO MAJOR TRAINERS, DOUBLING THE CAPABILITIES OF THE A4W FIDE AND RAISING TRAINER UTILIZATION BY FIFTY PERCENT. CHIEF COX'S PROFESSIONALISM, INITIATIVE AND ENDURING DEVOTION TO DUTY REFLECTED GREAT CREDIT UPON HIMSELF AND IS IN KEEPING WITH THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.




PROFESSIONAL ACHIEVEMENT WHILE SERVING AS A MEMBER OF NUCLEAR EXPEDITIONARY MANNING TEAM ONBOARD USS EMORY S LAND (AS 39) FROM MARCH TO MAY 2013. AS SAFETY PETTY OFFICER AND ZONE INSPECTION COORDINATOR, PETTY OFFICER HESSET DEMONSTRATED EXCEPTIONAL INNOVATION AND MANAGERIAL SKILLS BY DEVELOPING AND IMPLEMENTING AN EFFECTIVE AND EFFICIENT DIVISIONAL ZONE INSPECTION PROGRAM. FROM THE PROGRAM'S INCEPTION, 135 SAFETY, PRESERVATION, AND MATERIAL DEFICIENCIES WERE IDENTIFIED AND CORRECTED, RESULTING IN SIGNIFICANT IMPROVEMENT IN SAFETY, EQUIPMENT OPERATIONAL READINESS, AND OVERALL MATERIAL CONDITION OF THE NUCLEAR SUPPORT FACILITY (NSF). IN ADDITION, HIS TIRELESS WORK ETHIC AND CONTINUOUS EFFORTS CONTRIBUTED SUBSTANTIALLY TO THE EXPEDITIONARY TEAM'S ABILITY TO COMPLETE OVER 300 PREVENTIVE AND CORRECTIVE MAINTENANCE JOBS WITHIN A THREE MONTH PERIOD, ENSURING THE NSF WAS MAINTAINED IN THE HIGHEST STATE OF READINESS. PETTY OFFICER HESSET'S EXCEPTIONAL PROFESSIONALISM, INITIATIVE, AND LOYAL DEVOTION TO DUTY REFLECTED CREDIT UPON HIMSELF AND WERE IN KEEPING WITH THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.
