- SUBJECT MATTER EXPERT. Requested by name by USS ANCHORAGE for assistance with ATG CRY 2.1 inspections. Provided consultation and training over two weeks to tree CTRs, one IS, one IT, and one CTM directly resulted in their successful completion with an 88%.

- SUPERB TRAINER. Contributed to one hour formal training to 38 Sailors and 4 hours informal training to six Sailors on Sensitive Compartment security policies. This resulted in a significant improvement in security posture by watchstanders at the Commander Naval Station Pacific (CNSP) Administration Support Quarter Deck, reducing security violation by 80%.

- TACTICALLY KNOWLEDGABLE. As ACM with constant material issues with SSEE INC E, her team was still able to dramatically improve 7th Fleet's operating picture by collecting and analyzing 162k SOI, conducting 6 ship OFM sweeps, producing 798 Time Sensitive Reports, and 12 IIRs. Revitalized the special program, resulting in organic I&W by leveraging national level linguistic support, efforts increased ships tactical awareness and capabilities.
- SAILORIZATION MINDED. As DAPA, led 12 hours of AWARE training for 124 Sailors resulting in 72% completion (124/173) for CRAV certification. Provided administration, support and mentorship as three sailors initiated the referral process. Facilitated two courses during CPO Selection Indoc and dedicated 16 off duty hours to 3 COMRELs.

- SAILORS FIRST. Led command to new heights! Her Sailor earned C5F SOY and mentorship saw 19 awards, 100% PFA pass, 12 OTEIPS, and 6 advancements. EIWS team produced 48 quals and earned first-ever EIWS pennant. Managed 750 Sailors through 6 Duty Sections, Shore Patrol and CDO watch programs. Overhauled training program and qualified 39 new CDOs. Active in 2 CPOAs; raised $1,200 for morale events. Led 60 CPOs in record reviews for 29 PO1s; identified and corrected 58 errors. Achieved 100%/99% on NSA/CENTCOM Intelligence Oversight program reviews.

As 4th Fleet Assistant Cryptologic Resource Coordinator (ACRC), oversaw 4 U.S. Navy vessels and 3 Coast Guard vessels, providing reach back support and waivers for all vessels in the AOR, contributing to a 35% increase in collection. Rewrote and corrected the Operational Tasking Cryptologic report, ensuring all vessels have guidelines to follow for intelligence gathering. Participated in the creation and implementation of the Non-Mobile DSO watch stations, creating a new 24-hour watch to maintain Naval Dominance in the 4th Fleet AOR.






As the lead watch supervisor, he led a two section, nine member team of operators in the production of 42 sensitive reports and the collection of more than 200 manual intercepts utilized for in-depth analysis. These products were crucial in fulfilling the needs of national and theater-level customers and greatly increased situational awareness within the 6th Fleet AOR and facilitated the development of future mission sets. Petty Officer Costa led the collection efforts for over 200 development surveys which yielded 30,000 results and fulfilled the tactical and strategic needs of multiple national level customers.






Petty Officer ------- dedicated 1300 hours to training and supervising six Sailors in Combat Direction Finding operations, Intermediate Signals Analysis and Hostile Forces Integrated Targeting System ensuring the highest state of readiness. As ISOPREP coordinator, he processed over 500 form entries into the Personnel Recovery Management System resulting in Pinckney meeting 100 percent compliance with Fifth requirements for two WESTPAC deployments.






Cryptologic Technician Collections operator onboard USS STERETT. Petty Officer Mueller has been instrumental to cryptologic operations onboard STERETT, personally processing over 100,000 Signals of Interest with the COBLU Tactical Exploitation System, resulting in over 52,000 critical intelligence reports to the national intelligence community and significantly contributing to STERETT's warfighting capability as well as the Global War on Terror.

Served two combat deployments supporting war efforts in Afghanistan, for a total of 13 months. He and his 3-man team performed the duties of at least 6 joint service personnel and quickly established himself as the lead analyst, performing duties far above his grade.

As one of the leads for ISOPREP completion, he completed and validated 220 Isolated Personal Recovery packages. He assisted as part of the ATFP drilling team during ATFP 1.3 and 1.4 as a Contact Sentry, with the team receiving a perfect score for the Entry Control Point and facilitating the certification of the USS Somerset. CTR1 provided critical support in demonstrating the successful setting of EMCON which led to the certification that comes with Crew Cert Phase 2. In addition, he qualified as an Electronic Warfare Operator and currently stands EW watches underway and has assisted in the tracking and reporting of 22 contacts.






Petty Officer Mixon served with distinction as the Cryptologic Unified Build (CUB) 3.X, CUB 4.X, Advanced Scenarios, and Cyptologic Intergrated Team Trainer (CITT) Lead Instructor at CID Unit San Diego, California. He demonstrated rare foresight, leadership, and managerial skills which were essential to the production of highly trained, mission-ready Sailors for the Fleet.






- Dynamic Leader. As the COMINT ALPO, he expertly led 10 Sailors in the successful delivery of 42 highly-technical "C" and "F" schools to 377 cryptologists supporting operations across the Fleets. His division ensured all Fleet cryptologists were provided with the best technical instruction, allowing them to proficiently execute their duties afloat in support of Global Contingency Operations.






CTR1 Merriweather's tour onboard USS SAN DIEGO (LPD 22) has been distinguished by his exceptional dedication, flexibility, and professionalism in the performance of his duties as the Ship's Signal Exploitation Space (SSES) LPO, Operations Department LPO, OT LPO, acting SSES LCPO, Command EFM Coordinator, Assistant Command Enlisted Information Warfare Specialist (EIWS) Coordinator, and Ship's Assistant CRITIC Action Officer from October 2015 to September 2018. His sustained superior performance, leadership, and technical acumen were CRITICAL to SAN DIEGO's outstanding performances through her maiden deployment to PACOM and CENTCOM AORs, shipyard, her second Basic phase crew certifications, RIMPAC2016, and Group Sail certifications.


PERFORMANCE AS LEADER

-PERSISTENT PRESENCE. As Operations Departmental LPO, he provided advice and counsel to senior khaki leadership, training to five junior officers, mentored 70 enlisted Sailors, and provided critical continuity during the shipyard availability. Set a strong foundation for future success!

-PROVEN DECKPLATE LEADER. As Leading SSES Watch Officer, he was instrumental in the success of JIC, SSES, and the EW Module watch floors, SNOOPIE and NIXIE stream teams, and the mentorship of 17 Sailors during their maiden deployment to PACOM and CENTCOM AORs. While acting as SSES LCPO, his administrative acuity and leadership ensured OT Division executed seven force revisions in two work centers nearly perfectly and certified during this ship's second Basic phase scoring a 98% average. Maintained high TORIS-TFOM readiness standards across INT, USW, CRY, and EW areas. Advanced three PO3s, five PO2s, two PO1s, and one CPO!

-DRIVING FORCE FOR READINESS. Redesigned SSES's Integrated Training Team program to bring it in line with ship's training readiness methods. Aggressive training support and critical feedback aided SDG's CSTT and resulted in SAN DIEGO's exceeding standards during Basic and Intermediate phase certifications. Developed a culture of readiness among the crew enhancing their ability to respond to a variety of tactical environments and OPTEMPOs. New training methods within SSES included the execution of FIVE complex integrated training scenarios streamlining RE accomplishment and creating a true integrated war-fighting attitude.


PROVEN TECHNICAL SME

-CRITICAL PLAYER ON SDG's TEAM! Served as the GO-TO SME for cryptologic matters and a critical member in the ship's Information Warfare Operations Cell (IWOC). Responded to 50+ SNOOPIE Team events and led 23 Navy and Marine Corps analysts while deployed to PACOM and CENTCOM AORs. Produced unmatched results: 21 IIRs, 17 ONI Imagery Spot Reports, 49 VI products, three first-time collects, six story boards, and five ONI COLOPs. OPINTEL and fusion analysis support was critical to SAN DIEGO's releasing 14,055 time-sensitive tactical reports and promulgating an alternative analysis product that redirected collection and reporting efforts. Critical to SAN DIEGO's selection as C7F Cryptologic Collection Ship of the Quarter. Received numerous BRAVO ZULUs from PACOM, ONI, C3F, NSA Colorado for OUTSTANDING collection and reporting.

-RECOGNIZED FLEET EXPERT! Made SAN DIEGO shine on the waterfront as an expert cryptologic systems manager. His performance onboard established new benchmarks and brought praise from PACOM with the use of exemplary all source collection and reporting during RIMPAC2016. Additionally, his skilled use of cryptographic systems and national databases has made SDG the example to follow, bringing experts in the field to document our operations as a template for others.
